B.17.\nAGREEMENT FOR SERVICES FOR THE PRODUCTION OF THE\nRUSSIAN-SPEAKING COMMUNITY CULTURAL HERITAGE MONTH\nAND WEHO MISHKA FESTIVAL [J. ROCCO, A. LOVANO, J. DEL\nTORO, T. RODZINEK]:\nSUBJECT: The City Council will consider awarding an Agreement for\nServices for the production of the Russian-Speaking Community Cultural\nHeritage Month and WeHo Mishka Festival for the three years of 2026-\n2028. This month-long celebration in May will feature the Community\nAwards Presentation, Classical Music Concert, the WeHo Mishka Festival,\nand various cultural events.\nRECOMMENDATIONS: 1) Approve a three-year Agreement for Services\nwith Agassi Topchian for event production services up to $112,000\nannually, for a total amount not to exceed $336,000; 2) Authorize the City\nManager or designee to negotiate and execute documents incident to the\nAgreement for services; 3) Waive all City fees, including building and\nsafety permits per year (approximately $1,000), special event permit fees\n(approximately $2,740), facility use fees for Plummer Park and West\nHollywood Park (approximately $3,000); 4) Waive permitted parking\nrestrictions on Vista Street from 7:00 a.m. to midnight on the designated\nsetup day and event day for the Mishka Festival in May, and on\ncorresponding dates for three consecutive years; 5) Direct the Facilities &\nField Services Division to temporarily close the dog park on Sunday, May\n17, 2026, during the large-scale event taking place in the adjacent park\narea, in order to support safe event operations and reduce potential safety\nrisks associated with amplified sound, increased attendance, and event-\nrelated activities, and to reopen the dog park on Monday, May 18, 2026,\nfor normal operations; 6) Provide parking validation and waive associated\nparking fees (estimated at $2,250) for approximately 250 attendees at the\nfive-story parking garage on three additional event dates (TBD) to be held\nin the Council Chambers during Russian-Speaking Community Cultural\nHeritage Month; 7) Approve use of West Hollywood City Council\nChambers from 10:00 a.m. until 11:00 p.m. on the two dates of the events\nthat will take place in the Council Chambers and waive associated facility\nrental fees ($855); and 8) Authorize the City Manager or designee to\nnegotiate and execute event sponsorship agreements.
