RODZINEK]:\nSUBJECT: The City Council will consider awarding an Agreement for\nServices for the production of the Russian-Speaking Community Cultural\nHeritage Month and WeHo Mishka Festival for the three years of 2026-\n2028. This month-long celebration in May will feature the Community\nAwards Presentation, Classical Music Concert, the WeHo Mishka Festival,\nand various cultural events.\nRECOMMENDATIONS: 1) Approve a three-year Agreement for Services\nwith Agassi Topchian for event production services up to $112,000\nannually, for a total amount not to exceed $336,000; 2) Authorize the City\nManager or designee to negotiate and execute documents incident to the\nAgreement for services; 3) Waive all City fees, including building and\nsafety permits per year (approximately $1,000), special event permit fees\n(approximately $2,740), facility use fees for Plummer Park and West\nHollywood Park (approximately $3,000); 4) Waive permitted parking\nrestrictions on Vista Street from 7:00 a.m. to midnight on the designated\nsetup day and event day for the Mishka Festival in May, and on\ncorresponding dates for three consecutive years; 5) Direct the Facilities &\nField Services Division to temporarily close the dog park on Sunday, May\n17, 2026, during the large-scale event taking place in the adjacent park\narea, in order to support safe event operations and reduce potential safety\nrisks associated with amplified sound, increased attendance, and event-\nrelated activities, and to reopen the dog park on Monday, May 18, 2026,\nfor normal operations; 6) Provide parking validation and waive associated\nparking fees (estimated at $2,250) for approximately 250 attendees at the\nfive-story parking garage on three additional event dates (TBD) to be held\nin the Council Chambers during Russian-Speaking Community Cultural\nHeritage Month; 7) Approve use of West Hollywood City Council\nChambers from 10:00 a.m. until 11:00 p.m. on the two dates of the events\nthat will take place in the Council Chambers and waive associated facility\nrental fees ($855); and 8) Authorize the City Manager or designee to\nnegotiate and execute event sponsorship agreements.

SHANDI]:\nSUBJECT: The City Council will receive a follow-up report on the review of\nthe City of West Hollywood (“City”) public safety camera program and\nAgreement for Services with Flock Group d.b.a. Flock Safety (“Flock\nSafety”).\nRECOMMENDATIONS: The City Council should consider the following\noptions and provide direction: 1) Direct Staff to negotiate and amend the\nAgreement for Services with Flock Safety to strengthen and clarify\nprohibitions on the sharing or use of camera data by other law\nenforcement agencies, including for federal immigration enforcement\npurposes; 2) Direct Staff to explore and evaluate alternative vendors that\nprovide public safety camera services; 3) Direct Staff to deactivate all or\nselected Flock Safety public safety cameras pending the amendment of\nthe Agreement for Services, or while alternative program options are\nevaluated; 4) Direct Staff to terminate one or both Agreements for\nServices with Flock Safety; and 5) Provide further direction, including the\nimplementation of additional policy, transparency, and oversight\nsafeguards as outlined in this report.

E.2.\nUPDATE ON EXPLORATION OF ADDITIONAL HARM REDUCTION\nTOOLS [Y. QUARKER, T. CARTER, D. MURRAY]:\nSUBJECT: The City Council will consider implementation of a Community\nHealth Hub pilot program through the purchase, installation, and operation\nof one publicly accessible vending machine to provide free health and\nharm-reduction supplies. The pilot advances the City Council’s April 21,\n2025 direction to expand harm-reduction tools and strengthens access to\nfree, anonymous, 24/7 public health and wellness supplies for the\ncommunity.\nRECOMMENDATIONS: 1) Authorize staff to move forward with\nimplementation of a one-year Community Health Hub Pilot Program, with\nan approximate startup cost of $112,900; 2) Provide direction on the\npreferred pilot location from the site options outlined in this report; and 3)\nAuthorize the City Manager to negotiate and execute an agreement with\nthe LA LGBT Center’s WeHo Life program of $93,000 to supply and stock\nthe vending machine and develop collateral materials.

ERICKSON]:\nSUBJECT: The City Council will direct Staff to work with the City\nAttorney’s office to explore opportunities for the City to incorporate a tree\nlighting and/or menorah lighting as part of the 2026 winter season. As part\nof this directive, the City will review how similar programs are organized in\nother cities, including if such events are organized by the city or external\ncommunity partners, and provide recommendations on how to move\nforward in West Hollywood.\nRECOMMENDATIONS: 1) Direct Staff to work with the City Attorney’s\noffice to explore opportunities for the City to incorporate a tree lighting\nand/or menorah lighting as part of the 2026 winter season events; and 2)\nDirect Staff to return to Council with more information on potential program\nmodels based on research from other jurisdictions and recommendations\nfor local implementation.

HEILMAN]:\nSUBJECT: The City Council will consider directing Staff to draft a Zone\nText Amendment to allow new, off-site signage on qualifying, legacy live\nmusic venues located on Santa Monica Boulevard, as well as allow\neligible businesses to update existing marquees to digital signs.
