B.11. GENERAL PLAN AND HOUSING ELEMENT ANNUAL PROGRESS\nREPORTS FOR CALENDAR YEAR 2025 [N. MARICICH, J. ALKIRE, F.\nCONTRERAS, E. ROTMAN, A. STAUBER]:\nSUBJECT: The City Council will receive the General Plan and Housing\nElement Annual Progress Reports for calendar year 2025, including\nprogress toward the 6th Cycle Regional Housing Needs Assessment\n(RHNA), and authorize staff to submit the reports to the Governor’s Office\nof Land Use and Climate Innovation (LCI) and the California Department\nof Housing and Community Development (HCD) in compliance with State\nrequirements. The Annual Progress Reports are exempt from review\nunder the California Environmental Quality Act (CEQA), pursuant to\nCalifornia Code of Regulations Section 15061(b)(3).\nRECOMMENDATION: Authorize staff to submit the 2025 General Plan\nand Housing Element Annual Progress Reports to the Governor’s Office of\nLand Use and Climate Innovation and the California State Department of\nHousing and Community Development.
