E.1.\nPUBLIC SAFETY CAMERA REVIEW OF AGREEMENTS AND\nPRACTICES [L. LANGER, D. RIVAS, A. SHANDI]:\nSUBJECT: The City Council will receive a follow-up report on the review of\nthe City of West Hollywood (“City”) public safety camera program and\nAgreement for Services with Flock Group d.b.a. Flock Safety (“Flock\nSafety”).\nRECOMMENDATIONS: The City Council should consider the following\noptions and provide direction: 1) Direct Staff to negotiate and amend the\nAgreement for Services with Flock Safety to strengthen and clarify\nprohibitions on the sharing or use of camera data by other law\nenforcement agencies, including for federal immigration enforcement\npurposes; 2) Direct Staff to explore and evaluate alternative vendors that\nprovide public safety camera services; 3) Direct Staff to deactivate all or\nselected Flock Safety public safety cameras pending the amendment of\nthe Agreement for Services, or while alternative program options are\nevaluated; 4) Direct Staff to terminate one or both Agreements for\nServices with Flock Safety; and 5) Provide further direction, including the\nimplementation of additional policy, transparency, and oversight\nsafeguards as outlined in this report.
