F.8.\nDIRECTION TO ALLOW OFF-SITE SIGNAGE ON ELIGIBLE LIVE\nMUSIC VENUES ON SANTA MONICA BOULEVARD [J. HEILMAN]:\nSUBJECT: The City Council will consider directing Staff to draft a Zone\nText Amendment to allow new, off-site signage on qualifying, legacy live\nmusic venues located on Santa Monica Boulevard, as well as allow\neligible businesses to update existing marquees to digital signs. The off-\nsite advertising would be approved through a negotiated development\nagreement with the City.\nRECOMMENDATIONS: 1) Direct Staff to draft a Zone Text Amendment\n(ZTA) to allow new, off-site signage (static or digital) on qualifying, legacy\nlive music venues located on Santa Monica Boulevard that have operated\ncontinuously for at least fifty (50) years; 2) Direct Staff to include in the\nZTA language permitting any qualifying venue deemed eligible under the\nprogram to update its on-site marquee sign to a modern digital display;\nand 3) Direct Staff to return to the City Council with proposed ZTA\nlanguage for consideration.\nseparate discussion are considered at this time.\nCouncil on any item of interest within the subject matter jurisdiction of the\nCouncil that could not be heard under Item 1 at the beginning of the meeting.\nCOUNCILMEMBER COMMENTS AND MEETING ATTENDANCE REPORTS: This\nportion of the meeting is set aside for general comments, announcements,\nrequests of staff, subcommittee meeting reports, and/or other issues of concern\nfrom members of the City Council.
