10C. CONTRACT AWARD FOR THE SHORELINE MONITORING PROGRAM,\nAUTHORIZING AN EXEMPTION TO THE FORMAL SOLICITATION\nPROCESS, AND FINDING THE PROJECT EXEMPT FROM THE CALIFORNIA\nENVIRONMENTAL QUALITY ACT\nRecommended Action\nAdopt Resolution No. 26-49, which will:\n1. Find the project is categorically exempt from the California Environmental\nQuality Act (CEQA) pursuant to CEQA Guidelines Section 15306\n(Information Collection, 14 CCR 15306).\n2. Award, approve, and Authorize the City Manager to execute, Contract No.\nC26-25, by and between the City of San Clemente and Coastal Frontiers,\nproviding for the continuation of the Shoreline Monitoring Program, in an\namount not to exceed $190,913 over a three-year period.\n3. Authorize the City Manager to negotiate and execute an amendment to\nthe Professional Services Agreement with Coastal Frontiers Corporation\nfor the Shoreline Monitoring Program to adjust the pricing for the survey\ntasks in a cumulative sum not to exceed $8,605 in the event that OCTA\ndoes not participate in funding some or all of the six surveys.\n4. Approve an exemption to the formal solicitation process in accordance\nwith City Purchasing Policy 201-2-1 Section XI.A.1.2.
