10B. OFFSHORE SAND SOURCE INVESTIGATION RESULTS AND\nCONSIDERATION OF A RESOLUTION APPROVING PHASE 2, ACCEPTING\nFUNDING FROM AND APPROVING A COOPERATIVE AGREEMENT WITH\nMETROLINK/SOUTHERN CALIFORNIA RAILROAD AUTHORITY,\nAUTHORIZING AN EXEMPTION TO THE FORMAL SOLICITATION\nPROCESS, AWARDING A CONTRACT TO COASTAL FRONTIERS FOR\nPHASE 2 FIELDWORK, AUTHORIZING THE CITY MANAGER TO EXECUTE\nRELATED AGREEMENTS, MAKING RELATED SUPPLEMENTAL\nAPPROPRIATIONS AND FINDING THE ACTIONS EXEMPT FROM THE\nCALIFORNIA ENVIRONMENTAL QUALITY ACT\nRecommended Action\nAdopt Resolution 26-48, which will:\n1. Approve Phase 2 of the Offshore Sand Source Investigation project to further\nstudy the San Onofre/Agra, Santa Ana River and potentially other sites.\n2. Approve, and authorize the City Manager to execute, Contract No. C26-23,\nthe Cooperative Agreement, by and between the City of San Clemente and\nMetrolink/Southern California Railroad Authority, to accept $300,000 in\nmitigation fees to fund Phase 2 of the Offshore Sand Source Investigation\nproject (Attachment 2).\n3. Accept revenues contributed by Metrolink/Southern California Railroad\nAuthority to mitigate impacts on sand supply from a past project on the\nbeach in San Clemente in the amount of $300,000 to Account No. 001-000-\n33490.\n4. Authorize a supplemental appropriation of $300,000 (mitigation funds) to\nAccount No. 001-433-43695.\n5. Reassign $100,000 in the FY 2025-26 Adopted Budget in Account No. 001-\n636-45900-000-35807 (previously assigned to SCOUP permitting) to support\nPhase 2 of the Offshore Sand Source Investigation study to account 001-433\n-43695.\n6. Re-program $49,000 in unused funding from California Coastal Commission\nLCP Planning Grant 21-07 to LCP Grant 24-01.\n7. Award a contract to Coastal Frontiers in an amount not to exceed $449,000\nto complete the fieldwork portion of the Offshore Sand Source Investigation\nstudy.\n8. Approve, and authorize the City Manager to execute, Contract No. C26-24,\nby and between the City of San Clemente and Coastal Frontiers, providing\nthe fieldwork portion of the Offshore Sand Source Investigation study, in an\namount not to exceed $449,000 (Attachment 3), following execution of the\nCooperative Agreement with Metrolink/Southern California Railroad\nAuthority.\n9. Authorize an exemption to the formal solicitation process under City policy\n201-2-1 Section XI.A.1.2.\n10.Determine that the actions are categorically exempt from the California\nEnvironmental Quality Act (CEQA) under Class 6, Section 15306 of the state\nCEQA Guidelines (14 CCR 15306 - Information Collection).
