11E. CONTRACT AWARD - ARTERIAL PAVEMENT PRESERVATION PROGRAM\nFOR SOUTH EL CAMINO REAL (W. AVE. GAVIOTA TO W. AVE. SAN\nANTONIO) AND FINDING THE PROJECT CATEGORICALLY EXEMPT FROM\nTHE CALIFORNIA ENVIRONMENTAL QUALITY ACT\nRecommended Action\nAdopt Resolution No. 26-52, which will:\n1. Find the Arterial Pavement Preservation Program for South El Camino\nReal (W. Ave. Gaviota to W. Ave. San Antonio), CIP Project No. 12303,\ncategorically exempt from the California Environmental Quality Act\n(CEQA) under Class 1 (Existing Facilities, 14 CCR section 15301) of the\nState CEQA Guidelines.\n2. Waive the minor irregularity in All American Asphalt’s bid documentation\nand consider All American Asphalt to be the lowest responsive and\nresponsible bidder, with a total bid amount of $332,218.\n3. Award the Arterial Pavement Preservation Program for South El Camino\nReal (W. Ave. Gaviota to W. Ave. San Antonio) contract to All American\nAsphalt.\n4. Approve, and authorize the City Manager to execute, Contract No. C26-\n26, by and between the City of San Clemente and All American Asphalt,\nproviding for the Arterial Pavement Preservation Program for South El\nCamino Real (W. Ave. Gaviota to W. Ave. San Antonio), in an amount not\nto exceed $332,218, in a form substantially similar to Contract No. 26-26\n(Attachment 2).
