8A. PUBLIC HEARING TO INTRODUCE (FIRST READING) OF ORDINANCE NO.\n1803 TO AMEND VARIOUS PORTIONS OF SAN CLEMENTE MUNICIPAL\nCODE TITLE 2 - ADMINISTRATION AND PERSONNEL, TITLE 12 - STREETS,\nSIDEWALKS, AND PUBLIC SPACES, TITLE 16 - SUBDIVISIONS, AND TITLE\n17 - ZONING ORDINANCE, FOR STREAMLINING AND CLEANUP\nPURPOSES, AND FINDING THE ORDINANCE EXEMPT FROM THE\nREQUIREMENTS OF THE CALIFORNIA ENVIRONMENTAL QUALITY ACT\nContinued public hearing to consider amendments to the City of San\nClemente Municipal Code Title 2, Title 12, and Title 17, to streamline\nreview processes for various types of projects, and be consistent with\nState Law, and clarify code sections. This includes a reworked Zoning\nAdministrator review process that allows the City Planner to make\ndecisions if a notice of future decision is sent to property owners within\n300 feet of a site and there is not a request a hearing.\nThe City Council will also consider whether the zoning amendments are\nnot a “project” as defined by the State CEQA Guidelines Sections\n15378(b)(2) and 15378(b)(5), because the revisions relate to the ongoing\nadministrative or discretionary activities and organizational or\nadministrative activities of governments that will not result in direct or\nindirect physical changes in the environment, and therefore do not\nconstitute a “project” as defined by the State CEQA Guidelines (Cal.\nCode Regs., title 14, § 15000 et seq.).\nRecommended Action\n1. Opening the public hearing to receive and consider public comment, and\nclose the public hearing following the public portion of the hearing.\n2. Introduce, and conduct a first reading of Ordinance No. 1803 entitled AN\nORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN CLEMENTE,\nCALIFORNIA, APPROVING ZONING AMENDMENT 25-547 AMENDING\nCERTAIN SECTIONS AND TABLES OF TITLE 2 - ADMINISTRATION AND\nPERSONNEL, TITLE 12 - STREETS, SIDEWALKS, AND PUBLIC SPACES,\nTITLE 16 - SUBDIVISIONS, AND TITLE 17 - ZONING OF THE SAN\nCLEMENTE MUNICIPAL CODE; TO STREAMLINE REVIEW PROCESSES\nFOR VARIOUS TYPES OF PROJECTS, AND CLARIFY CODE SECTIONS;\nAND FINDING THIS ACTION EXEMPT FROM THE CALIFORNIA\nENVIRONMENTAL QUALITY ACT (CEQA) UNDER STATE CEQA\nGUIDELINES SECTIONS 15378(B)(2) AND 15378(B)(5).\n3. Provide direction to staff on code amendments related to Temporary Parklet\nDining and streamlining the grading permit review process.
