8B. PUBLIC HEARING TO CONSIDER A RESOLUTION TO REDUCE THE SC\nRIDES PROGRAM SUBSIDY RATE, AND FINDING THE PROJECT\nCATEGORICALLY EXEMPT FROM THE CALIFORNIA ENVIRONMENTAL\nQUALITY ACT\nPublic hearing to consider adjustments to City/Orange County\nTransportation Authority (OCTA) subsidy rates related to the SC Rides\ntransit program.\nPursuant to California Government Code Section 66018, a public hearing\nis required prior to the adoption of new or increased fees. The proposed\nadjustments pertain solely to the subsidy rate that the City and the OCTA\nshare to help offset rider costs. A reduction in the City/OCTA subsidy may\nincrease the overall fee that SC Rides users are charged per ride. These\nfees are not mandatory taxes or assessments, but rather per-use fees to\ncover a portion of the operating and maintenance costs of the City and\nOCTA.\nRecommended Action\n1. Opening the public hearing to receive and consider public comment, and\nclose the public hearing following the public portion of the hearing.\n2. Adopt Resolution No. 26-47 entitled A RESOLUTION OF THE CITY\nCOUNCIL OF THE CITY OF SAN CLEMENTE, CALIFORNIA, ADOPTING A\nREDUCTION IN THE SC RIDES PROGRAM SUBSIDY RATE, AND\nFINDING THE PROJECT CATEGORICALLY EXEMPT FROM THE\nCALIFORNIA ENVIRONMENTAL QUALITY ACT.
