AWARD\nCONSTRUCTION\nCONTRACT\nNO.\n25-11\nTO\nGRBCON,\nINCORPORATED, FOR THE SEWER MAIN REPLACEMENT PROJECT IN THE\nAMOUNT OF $1,001,042, PLUS A 10% CONTINGENCY\nThe 2009 Sewer Master Plan identified approximately $30 million in necessary\nupgrades and repairs, including upsized replacements to increase the flow\ncapacity of the four sewer main segments included in this project. The March\n2016 Consent Judgment between the City and the Regional Water Quality\nControl Board also mandates these improvements, and recently completed\nsewer capacity model analyses and physical closed circuit television video\n(CCTV) inspections confirmed their need. GRBCON, Incorporated is the lowest\nresponsive and responsible bidder for the Sewer Main Replacement Project (CIP\n4-23-07) to upgrade sewer line segments at four locations, in the amount of\n$1,001,042 with up to a 10% contingency, for a total potential cost not to\nexceed $1,101,146.\nCalifornia Environmental Quality Act (CEQA) Determination: This project is\ndetermined to be Categorical Exempt per CEQA Section 15301 – the project\nconsists of minor alterations to existing public right of way facilities. No potential\nfor significant impacts to the environment are anticipated in this project.\nRecommended Action:\nStaff recommends that the City Council:\n1. Approve the plans and specifications for the Sewer Main Replacement\nProject (CIP 4-23-01);\n2. Adopt Resolution No. 26-09;\n3. Award Construction Contract No. 25-11 contract to GRBCON, Incorporated\nin the amount of $1,001,042 with up to a 10% contingency; and\n4. Authorize the City Manager to execute the contract and approve purchase\norder(s) in an amount not to exceed $1,101,146 total, including the 10%\ncontingency.
