CASH AND INVESTMENT REPORT – FEBRUARY 2026\nIn accordance with the City of San Gabriel’s 2025-2026 Adopted Investment\nPolicy (Resolution No. 25-25) and California Government Code Section 53646,\nthe Finance Director is to render an investment report to the City Council, City\nTreasurer, City Manager, and the City Attorney. The Cash and Investment\nReport is presented to receive and file in accordance with the City’s adopted\n2025-2026 Investment Policy.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council receive and file the Cash and\nInvestment Report for February 2026.

D. RENEWAL OF THE GENERAL SERVICES AGREEMENT WITH THE COUNTY\nOF LOS ANGELES FOR AS-NEEDED SERVICES\nThe City’s General Services Agreement (GSA) with Los Angeles County provides\nthe City with access to various essential, cost-effective County services on an\nas-needed basis when requested by the City, including but not limited to items\nsuch as bridge inspection and/or maintenance, and traffic signal maintenance.\nThe GSA has a five-year term, was most recently renewed on July 1, 2021, and\nexpires on June 30, 2026.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council adopt Resolution No. 26-08 approving\nthe renewal of the GSA with the County of Los Angeles for a five-year period\ncommencing July 1, 2026 and ending June 30, 2031, and authorizing the City\nManager to execute the GSA.

AWARD\nCONSTRUCTION\nCONTRACT\nNO.\n25-11\nTO\nGRBCON,\nINCORPORATED, FOR THE SEWER MAIN REPLACEMENT PROJECT IN THE\nAMOUNT OF $1,001,042, PLUS A 10% CONTINGENCY\nThe 2009 Sewer Master Plan identified approximately $30 million in necessary\nupgrades and repairs, including upsized replacements to increase the flow\ncapacity of the four sewer main segments included in this project. The March\n2016 Consent Judgment between the City and the Regional Water Quality\nControl Board also mandates these improvements, and recently completed\nsewer capacity model analyses and physical closed circuit television video\n(CCTV) inspections confirmed their need. GRBCON, Incorporated is the lowest\nresponsive and responsible bidder for the Sewer Main Replacement Project (CIP\n4-23-07) to upgrade sewer line segments at four locations, in the amount of\n$1,001,042 with up to a 10% contingency, for a total potential cost not to\nexceed $1,101,146.\nCalifornia Environmental Quality Act (CEQA) Determination: This project is\ndetermined to be Categorical Exempt per CEQA Section 15301 – the project\nconsists of minor alterations to existing public right of way facilities. No potential\nfor significant impacts to the environment are anticipated in this project.\nRecommended Action:\nStaff recommends that the City Council:\n1. Approve the plans and specifications for the Sewer Main Replacement\nProject (CIP 4-23-01);\n2. Adopt Resolution No. 26-09;\n3. Award Construction Contract No. 25-11 contract to GRBCON, Incorporated\nin the amount of $1,001,042 with up to a 10% contingency; and\n4. Authorize the City Manager to execute the contract and approve purchase\norder(s) in an amount not to exceed $1,101,146 total, including the 10%\ncontingency.

F. APPROVAL OF THE USE OF UP TO $18,000 OF ASSET FORFEITURE\nFUNDING FOR POLICE DEPARTMENT TRAINING EQUIPMENT AND\nCOMMUNITY ENGAGEMENT MATERIAL\nThe San Gabriel Police Department currently has Asset Forfeiture Funds\nthrough the Equitable Sharing Program. The requested items will be used\nexclusively for Police Department training and community-based events\ndesigned to enhance preparedness, reinforce tactical decision-making, and\nstrengthen positive relationships between the department and the community.\nThese expenditures are intended to support officer safety, skills training and\nproactive community engagement, all of which are core components of\neffective public safety services. Use of Asset Forfeiture Funds for these purposes\nis consistent with the permissible expenditure under state and federal\nguidelines.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council:\n1. Adopt Resolution No. 26-07 approving the allocation of asset forfeiture\nfunds not to exceed $18,000 for the purchase of law enforcement training\nequipment and community engagement items; and\n2. Authorize the Police Chief or designee to execute related purchases in\naccordance with City procurement policies.

G. THEATRE FEE WAIVER REQUEST BY UNITED STATES AIR FORCE BAND OF\nTHE GOLDEN WEST\nIn conjunction with Memorial Day and the 250-year anniversary of the signing\nof the Declaration of Independence, the United States Air Force (USAF) Band of\nthe Golden West is planning a community concert of patriotic music, to be held\nat the Mission Playhouse. They have approached the City requesting a fee\nwaiver. This is a non-ticketed, free to the community event. They are requesting\nthat their total fee be reduced from $6,904.50 to $0.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council approve staff’s recommendation to\ngrant a full waiver of the San Gabriel Mission Playhouse rental fee in the amount\nof $6,904.50 for the May 18, 2026, USAF Band of the Golden West concert.

APPROVAL OF MEMORANDUM OF UNDERSTANDING WITH SAN GABRIEL\nUNIFIED SCHOOL DISTRICT FOR USE OF GABRIELINO HIGH SCHOOL\nCAMPUS AND APPROVAL OF AGREEMENT\nWITH GRIZZLY\nENTERTAINMENT FOR A DRONE, LASER AND DRONE PYROTECHNICS\nSHOW IN THE AMOUNT OF $67,500 FOR THE INDEPENDENCE DAY\nCELEBRATION\nThe first San Gabriel Independence Day Celebration was hosted on July 3, 2024\nat Gabrielino High School. New to the City and the region, the event culminated\nin a drone show. The following year, the City Council approved the expansion\nof the show to a drone, laser and light show. The San Gabriel Unified School\nDistrict (SGUSD) provides the use of the soccer/ baseball field, parking lots and\nthe football field to host the event and launch the drones for the show. The\n2026 Independence Day Celebration is scheduled to take place on July 3, 2026\nat Gabrielino High School with the same festival-style elements along with a\ndrone, laser and drone show (with drone pyrotechnics for one animation),\nending the night.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council:\n1. Authorize the City Manager to execute an agreement with Grizzly\nEntertainment for a drone, laser and pyrotechnic drone show in the amount\nof $67,500 for the July 3, 2026, Independence Day Celebration; and\n2. Authorize the City Manager to execute a Memorandum of Understanding\nand any other necessary documents with SGUSD.\nAlternatives to the Staff Recommendations:\nShould the City Council not wish to approve the staff recommendation, the\nfollowing options are available:\n1. Authorize the City Manager to execute an agreement with Grizzly\nEntertainment for a drone and laser show only (no pyrotechnic drones) in\nthe amount of $60,000 for the July 3, 2026, Independence Day Celebration,\nand authorize the City Manager to execute a Memorandum of\nUnderstanding and any other necessary documents with SGUSD.\n2. Authorize the City Manager to execute an agreement with Grizzly\nEntertainment for a drone show only (no lasers and no pyrotechnic drones)\nin the amount of $45,000 for the July 3, 2026, Independence Day\nCelebration. Additionally, authorize the City Manager to execute a\nMemorandum of Understanding and any other necessary documents with\nSGUSD.\n3. Other options the City Council sees fit.

A. POLICE DEPARTMENT NEEDS ASSESSMENT CONCEPTUAL DESIGN\nDISCUSSION\nThe San Gabriel Police Department building requires critical improvements to\nprovide a safe, efficient, and functional work environment for staff. Built in 1962,\nthe facility is outdated, lacks modern amenities, and no longer meets the\nstandards of a modern police department. The Department has grown\nsubstantially over the last several years and a modern facility is needed to keep\npace with the evolving landscape and needs of law enforcement. In July 2025,\nthe City contracted Griffin Structures to help prepare a Police Space Needs\nAssessment Study to evaluate options for constructing a new facility or\nrenovating and/or expanding the existing building. The study evaluated current\nand future Police Department facility space needs based on industry standards,\ntrends and best practices, and a comprehensive assessment of the existing\nfacility and the Department’s operational needs. Based on this, five general\nconcept alternatives were developed with preliminary cost estimates based\nupon an analysis of square footage and industry-specific construction cost\nestimates.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council:\n1. Receive and file this final draft report;\n2. Review and discuss it in the broad context of potential future facility options,\ncapital improvement funding needs and related strategy decisions and\nactions; and\n3. Direct staff on any additional general information to be included in the final\nreport.

B. FISCAL YEAR 2025-2026 MID-YEAR BUDGET UPDATE\nThe mid-year budget update report reviews the financial performance of the\nGeneral Fund, Mission Playhouse Fund and the Retirement Fund through\nJanuary 31, 2026. The General Fund serves as the primary operating fund for\nthe City. This update analyzes revenue and expenditure trends, incorporates\nadditional appropriations since the budget’s adoption, and projects the\nfinancial results for the fiscal year ending June 30, 2026. The report also\nprovides explanations for the changes reflected in the mid-year budget update.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council:\n1.
