4.7 AWARD OF A PUBLIC WORKS CONSTRUCTION CONTRACT FOR THE FISCAL\nYEAR 2022-23 ANNUAL RESIDENTIAL OVERLAY PROJECT TO ALL AMERICAN\nASPHALT, INC. IN THE AMOUNT OF $1,063,172.00 (Dugan)\nRECOMMENDATION:\n1) Approve the plans and specifications for the Fiscal Year 2022-23 Annual\nResidential Overlay Project; and\n2) Find that the Project is categorically exempt from the California\nEnvironmental Quality Act (CEQA), as a Class 1 Existing Facilities,\npursuant to CEQA Guidelines, Section 15301; and\n3) Award a Public Works Construction Contract to the lowest responsive,\nresponsible bidder All American Asphalt, Inc. of Corona, California, in the\namount of $1,063,172.00, and reject all other bids; and\n4) Authorize the Mayor to execute the proposed Public Works Construction\nContract.\nItem No. 4.7
