11.A. Public Hearing Pursuant to Government Code Section 3502.3 Concerning Vacancies\nand Recruitment and Retention Efforts\nIt is recommended that the City Council consider:\n1. Conducting a public hearing to present the status of vacancies and recruitment and\nretention efforts in accordance with Government Code section 3502.3; and\n2. Taking such additional, related, action that may be desirable.\nCEQA (California Environmental Quality Act):\nThe California Environmental Quality Act (“CEQA”) and the regulations promulgated\nthereunder (Cal. Code Regs., tit. 14, § 15000 et seq., the “CEQA Guidelines”) require\nenvironmental review of discretionary projects that may result in a significant effect on the\nenvironment. The proposed action is not a “project” subject to CEQA because it constitutes\nan organizational and administrative activity that will not result in a direct or reasonably\nforeseeable indirect physical change in the environment. (CEQA Guidelines, §§ 15060(c)(2),\n15378(b)(5).) The City Council is receiving information and conducting a public hearing\npursuant to Government Code § 3502.3 and is not approving or committing the City to any\nactivity that may result in a physical change to the environment.
