10.A. J.P. Morgan Chase Commercial Banking and Procurement Card Services\nIt is recommended that the City Council consider:\n1. Authorizing the City Manager to execute an agreement, in a form approved by the\nCity Attorney, with J.P. Morgan Chase for the City’s Commercial Banking and\nProcurement Card services. It is the City’s intent to establish an initial five (5) year\ncontract with J.P. Morgan Chase with an option to renew every (5) years thereafter;\nand\n2. Taking such additional, related, action that may be desirable.

10.B. Authorize transfer of Unclaimed Monies to the General fund pursuant to Government\nCode §§ 50050-50056\nIt is recommended that the City Council consider:\n1. Adopting a Resolution authorizing the transfer of $4,020.83 in declared unclaimed\nmonies into the City's General Fund pursuant to Government Code §§ 50050-50057\nand Administrative Policy and Procedure No. 20-26; and\n2. Taking such additional, related, action that may be desirable.

10.C. Amendment No. 1 The Pun Group\nIt is recommended that the City Council consider:\n1. Authorizing the City Manager to execute a first amendment to the professional\nauditing Agreement No. 2369-AE with the Pun Group, LLP to extend the term\nthrough June 30, 2031 and increase the not-to-exceed compensation from $238,000\nto $668,792; and\n2. Taking such additional, related, action that may be desirable.

10.D. Approve the artwork submitted by Artist Giorgiko for a mural celebrating the United\nStates Semiquincentennial at Barnes Park\nIt is recommended that the City Council consider:\n1. Approving the artwork submitted by Artist Giorgiko for a mural celebrating the United\nStates Semiquincentennial at Barnes Park;\n2. Providing direction regarding the phase to be included within the mural; and\n3. Taking such additional, related, action that may be desirable.\nCEQA (California Environmental Quality Act):\nThe City reviewed the environmental impacts of the proposed action pursuant to the\nCalifornia Environmental Quality Act (Public Resources Code §§ 21000, et seq. “CEQA”)\nand the regulations promulgated thereunder (14 Cal. Code of Regs. §§ 15000, et seq., the\n“CEQA Guidelines”). CEQA Guidelines §§ 15060(c)(2), 15061(b)(3), and 15378 exempt\nactivities that will not result in a direct or reasonably foreseeable indirect physical change in\nthe environment, activities where there is possibility that it may have a significant effect on\nthe environment, and activities that do not constitute a “project” as defined, respectively.\nThis activity contemplates administrative actions, including entering into an agreement and\nappropriating budget funds. Accordingly, this activity is exempt from further review.

Authorizing the City Manager to execute a Seventh Amendment to Agreement 2136-\nA with Mariposa Landscape, Inc., a Fourth Amendment to Agreement 2368-AA with\nPriority Landscape Services, LLC, and a Sixth Amendment to Agreement 1284-A\nwith West Coast Arborists, Inc., in forms approved by the City Attorney, for continued\ncommercial landscaping services through June 30, 2026; and\n2. Taking such additional, related, action that may be desirable.

11.A. Public Hearing Pursuant to Government Code Section 3502.3 Concerning Vacancies\nand Recruitment and Retention Efforts\nIt is recommended that the City Council consider:\n1. Conducting a public hearing to present the status of vacancies and recruitment and\nretention efforts in accordance with Government Code section 3502.3; and\n2. Taking such additional, related, action that may be desirable.\nCEQA (California Environmental Quality Act):\nThe California Environmental Quality Act (“CEQA”) and the regulations promulgated\nthereunder (Cal. Code Regs., tit. 14, § 15000 et seq., the “CEQA Guidelines”) require\nenvironmental review of discretionary projects that may result in a significant effect on the\nenvironment. The proposed action is not a “project” subject to CEQA because it constitutes\nan organizational and administrative activity that will not result in a direct or reasonably\nforeseeable indirect physical change in the environment. (CEQA Guidelines, §§ 15060(c)(2),\n15378(b)(5).) The City Council is receiving information and conducting a public hearing\npursuant to Government Code § 3502.3 and is not approving or committing the City to any\nactivity that may result in a physical change to the environment.

11.B. Annual Weed Abatement Protest Hearing\nIt is recommended that the City Council consider:\n1. Opening the continued public hearing, receiving public comment, closing the public\nhearing;\n2. Adopting a Resolution declaring that weeds, brush, rubbish and refuse upon or in\nfront of specified property in the City are a seasonal and recurrent public nuisance,\nand declaring its intention to provide for abatement; and\n3. Taking such additional, related, action that may be desirable.\nCEQA (California Environmental Quality Act):\nAdopting of this Resolution is exempt from the California Environmental Quality Act\n(“CEQA”) under CEQA Guidelines § 15061 (b)(3) because it can be seen with certainty that\nthere is no possibility that the Resolution may have a significant effect on the environment.

12.A. Barnes Park Pool Design Selection\nIt is recommended that the City Council consider:\n1. Selecting a preferred design option for the Barnes Park Aquatic Center Project;\n2. Directing staff to use the selected option in all future grant applications, funding\npursuits, and project planning; and\n3. Taking such additional, related, action that may be desirable.

Consideration of the First Reading and Introduction of Ordinance Expanding the\nLifeline Utility Rate Program and Clarifying Utility Billing and Collection Procedures, a\nResolution Establishing a Wastewater Lifeline Discount, and a Resolution Increasing\nWater Service Deposits\nIt is recommended that the City Council consider:\n1. Waiving first reading and introducing and ordinance to expand the lifeline utility rate\nprogram and clarify billing, collection, and owner responsibility for water, wastewater,\nand other City billed utility charges;\n2. Adopting a Resolution authorizing a 100% discount of the wastewater charge for\ncustomers residing in a single-family dwelling and participating in the Lifeline\nprogram;\n3. Adopting a Resolution authorizing a deposit increase of $50 per meter size; and\n4. Taking such additional, related, action that may be desirable.
