10.D. Approve the artwork submitted by Artist Giorgiko for a mural celebrating the United\nStates Semiquincentennial at Barnes Park\nIt is recommended that the City Council consider:\n1. Approving the artwork submitted by Artist Giorgiko for a mural celebrating the United\nStates Semiquincentennial at Barnes Park;\n2. Providing direction regarding the phase to be included within the mural; and\n3. Taking such additional, related, action that may be desirable.\nCEQA (California Environmental Quality Act):\nThe City reviewed the environmental impacts of the proposed action pursuant to the\nCalifornia Environmental Quality Act (Public Resources Code §§ 21000, et seq. “CEQA”)\nand the regulations promulgated thereunder (14 Cal. Code of Regs. §§ 15000, et seq., the\n“CEQA Guidelines”). CEQA Guidelines §§ 15060(c)(2), 15061(b)(3), and 15378 exempt\nactivities that will not result in a direct or reasonably foreseeable indirect physical change in\nthe environment, activities where there is possibility that it may have a significant effect on\nthe environment, and activities that do not constitute a “project” as defined, respectively.\nThis activity contemplates administrative actions, including entering into an agreement and\nappropriating budget funds. Accordingly, this activity is exempt from further review.
