12.B. Consideration of the First Reading and Introduction of Ordinance Expanding the\nLifeline Utility Rate Program and Clarifying Utility Billing and Collection Procedures, a\nResolution Establishing a Wastewater Lifeline Discount, and a Resolution Increasing\nWater Service Deposits\nIt is recommended that the City Council consider:\n1. Waiving first reading and introducing and ordinance to expand the lifeline utility rate\nprogram and clarify billing, collection, and owner responsibility for water, wastewater,\nand other City billed utility charges;\n2. Adopting a Resolution authorizing a 100% discount of the wastewater charge for\ncustomers residing in a single-family dwelling and participating in the Lifeline\nprogram;\n3. Adopting a Resolution authorizing a deposit increase of $50 per meter size; and\n4. Taking such additional, related, action that may be desirable.
