Approve plans and specifications for the City-Wide Sidewalk Repair\nProject;\n2. Award a contract for the City-Wide Sidewalk Repair Project to FS\nContractors, Inc. as the lowest responsive and responsible bidder in an\namount not-to-exceed $267,770 and authorize the City Manager to\nexecute the contract;\n3. Authorize a contingency amount of $10,000 for any unforeseen\nconstruction expenses.\n4. Adopt Resolution CC 2023-27 appropriating $27,915 from Measure\nM FY2023 operating budget to the City-Wide Sidewalk Repair\nProject.\n10.k. Consideration of an Update and Renewal to the Professional Services 369\nAgreement between the City of Covina and Willdan Financial Services for\nSpecial District Administration, Bond Disclosure Services, and Annexation\nServices\nStaff Recommendation:\n1. Authorize the City Manager to execute a Professional Services Agreement\nwith Willdan Financial Services for Special District Administration, Bond\nDisclosure Services, and Annexation Services and authorize the City Manager\nor his designee to execute the Agreement and related documents; and\n2. Adopt Resolution CC 2023-29 to amend the FY 22-23 Community Facilities\nDistrict (2007-1) budget to increase the Consulting and Legal expenditure\nbudgets.\n10.l. Professional Services Agreement with Advantage Mailing, LLC for Printing 413\nand Binding Services for the City of Covina’s Quarterly Newsletter Publication\nStaff Recommendation:\nAuthorize the City Manager to execute the Professional Services Agreement\nwith Advantage Mailing, LLC.\n10.m. Consideration of Resolution CC 2023-30, Revising the Date and Time of the 429\nFirst Public Hearing of the Public Financing Authority of the Covina Enhanced\nPage 4 of 708\nInfrastructure Financing District\nStaff Recommendation:\nAdopt Resolution CC 2023-30 revising the date and time of the first Public\nHearing of the Public Financing Authority of the Covina Enhanced\nInfrastructure Financing District.\n10.n. Resolution CC 2023-31, A Resolution of the City Council of the City of Covina 433\nAuthorizing the City to Enter into the Settlement Agreements with Teva,\nAllergan, CVS, Walgreens, and Walmart, Agree to the Terms of the\nMemorandum of Understanding Allocating S\nStaff Recommendation:\nAdopt Resolution CC 2023-31, A Resolution of the City Council of the City of\nCovina Authorizing the City to Enter into the Settlement Agreements with\nTeva, Allergan, CVS, Walgreens, Walmart, Agree to the Terms of the\nMemorandum of Understanding Allocating Settlement Proceeds, and Authorize\nEntry Into the Memorandum of Understanding With the Attorney General and\nAuthorize the City Manager to Take All Actions Necessary and Convenient to\nImplement the Settlements.\n10.o. Appropriation for Public Safety Facility Repairs and Contract Emergency 441\nPlanning Services\nStaff Recommendation:\nThat the City Council adopt Resolution CC 2023-32, authorizing appropriations\nfrom the City’s allotment of American Rescue Plan Act funds to complete\ncertain public safety facility repairs and emergency services planning functions.
