5.\nRESOLUTION ESTABLISHING A CITY-WIDE COMMEMORATIVE HISTORIC PLAQUE\nPROGRAM – F2M26-30, R2M26-6\nDuring the development of the City’s Comprehensive Historic Preservation Program, it\nwas anticipated that the Program would also incorporate a Commemorative Historic\nPlaque Program to publicly recognize historic resources in the City. To begin the process\nof developing a plaque program, staff and the City’s consultant, Historic Resources Group\n(“HRG”), researched other historic plaque programs that have been established in other\njurisdictions and then presented this information to the Historic Preservation Commission\nfor their input and recommendations. At their October 22, 2025 and January 28, 2026\nregular meetings, the Historic Preservation Commission provided their feedback on the\ndevelopment of a framework and policy for the implementation of a City-wide\nCommemorative Historic Plaque Program. The Historic Preservation Commission\nultimately recommended a program that would provide recognition for formally designated\nHistoric Landmarks and contributors in formally designated Historic Districts. Furthermore,\nthe Historic Preservation Commission recommended the program be entirely voluntarily,\nwith participation requiring the owner’s consent and authorization, and with all costs\nassociated with the manufacture and installation of the plaques being borne by the owner.\nAdditionally, the Historic Preservation Commission provided their feedback on the\nproposed standard template plaque design that would be utilized by those opting to\nparticipate in the program. All requests to participate in the plaque program would be\nreviewed by the Director of Community Development, or his designee. Based on the\nrecommendations provided by the Historic Preservation Commission, regulations for the\nproposed implementation of a Citywide Commemorative Historic Plaque Program, as\noutlined in the proposed resolution, have been drafted for review and approval by the City\nCouncil.\nRecommended Action:\nCity Council adopt Resolution No. R2M26-6 entitled: A\nResolution of the City Council of the City of Alhambra, California, establishing a City-Wide\nCommemorative Historic Plaque Program
