10.\nAPPROVAL OF A CONTRACT AMENDMENT WITH TOTAL ENVIRONMENTAL\nMANAGEMENT, INC. FOR A TEMPORARY COOLING UNIT – F2M25-6B, C2M25-9,\nM2M26-51\nOn March 24, 2025, the City Council authorized an agreement with Total Environmental\nManagement, Inc. (TEM) for a temporary cooling unit at Alhambra Police Department for\ntwelve months commencing April 26, 2025 due to a chiller failure resulting in no cooling in\nthe building. A study was conducted by a consultant contracted to design a new Heating,\nVentilation, and Air Conditioning (HVAC) system for the building. The design is near\ncompletion and a Notice Inviting Bids will be issued for the construction. The installation\nof the new HVAC system will not be ready, however, by the end date of TEM’s one year\nagreement. Therefore, an extension is necessary until construction is completed. Staff is\nrequesting the City Council approve extending the agreement with TEM for another 12\nmonths, for a not to exceed amount of $147,600.00.\nRecommended Action:\nCity Council approve a contract amendment, subject to final\nlanguage approval by the City Manager and City Attorney, with Total Environmental\nManagement, Inc. to continue to provide a temporary cooling unit at Alhambra Police\nDepartment for twelve months at a cost not to exceed $12,300 per month, or $147,600;\nand, direct staff to undertake the steps necessary to finalize the Council’s action. 11.\nAPPROVAL OF PARCEL MAP NO. 84735 (TPM-25-01) AT 2001 & 2013 WEST\nVALLEY BOULEVARD – F2M26-11, M2M26-52\nOn June 30, 2025, Tentative Parcel Map No. 84735 was approved to lift a recorded lot\ncombination covenant, and reconfigure the property, resulting in a merger of two (2) of the\nthree (3) lots and a single standalone lot, within the CMU (Commercial Mixed Use) zone\nfor the site located at 2001 and 2013 West Valley Boulevard in the City of Alhambra. The\nsite is currently developed with a drive-through restaurant and a coin-operated car wash.\nOn January 30, 2026, the City Engineer signed Parcel Map No. 84735 and recommended\nrecordation of the same. All Conditions of Approval applicable to Parcel Map No. 84735\nhave been met.\nRecommended Action:\nCity Council adopt Minute Order No. M2M26-52 as follows:\nRESOLVED by the Alhambra City Council as follows:\nSECTION ONE: Based upon the recommendation of the Director of Community\nDevelopment in his report dated March 23, 2026, this Council hereby finds and\ndetermines that the herein below described project will not violate any of the\nprovisions of Sections 66473, 66474.1 and 66474.6 of the Subdivision Map Act of\nthe State of California relating to findings for approval.\nSECTION TWO: This Council hereby approves Parcel Map No. 84735 to lift a\nrecorded lot combination covenant, and reconfigure the property, resulting in a\nmerger of two (2) of the three (3) lots and a single standalone lot, located at 2001\nand 2013 West Valley Boulevard, and authorizes the City Clerk to endorse on the\nface of the map the certificate which embodies the approval of said map.

12.\nAWARD OF CONTRACT: PURCHASE OF TWO TORO RIDING MOWERS – F2M26-\n6A, C2M26-19, M2M26-53\nTurf maintenance at the Alhambra Golf Course is a key and necessary operations activity\nto ensure the 92 acres of grounds are manicured safe, and clean. The existing mowers\nare twelve years old and have reached the end of their useful life without extensive\nmaintenance costs. Staff is seeking to purchase replacement mowers through a\nCooperative Purchase Agreement Cooperative purchase is allowable per Municipal Code\n3.36.080(B)(3). On January 30, 2025, Sourcewell opened bids for the procurement of\nLandscape and Grounds Equipment. Sourcewell awarded contract 112624-TTC to Turf\nStar Western Toro on January 30, 2025, a contract that does not expire until January 31,\n2029.\nRecommended Action:\nCity Council award a contract, subject to final language\napproval by the City Manager and City Attorney, to Turf Star Western Toro in the amount\nnot to exceed $206,793.48 for the purchase of one Toro Groundmaster 4500 mower and\none Toro Reelmaster 5510 mower; direct the Finance Director to appropriate in the\namount of $206,793.48; and, direct staff to undertake the steps necessary to finalize the\nCity Council's action. 14.\nCONTRACT AMENDMENT: TRAFFIC SIGNAL AND STREET LIGHTING SERVICES –\nF2M25-31, C2M25-41, M2M26-54\nOn September 22, 2025, the City Council awarded a contract to YUNEX LLC in the amount\nof $240,000.00 for Traffic Signal and Street Lighting Maintenance Services. Since then,\nthe City has experienced an unanticipated increase in property damage and repairs,\nresulting in the contract amount fully exhausted by the January 2026 billing. Staff is\nrequesting additional appropriations for the remaining five months of the 2025-26 Fiscal\nyear, based on average expense of $24,000.00 per month for continued traffic signal and\nstreet lighting maintenance services. This amendment will only cover additional work\nperformed in Fiscal Year 2025-2026.\nRecommended Action:\nCity Council approve an amendment to the Agreement with\nYUNEX LLC for Fiscal Year 2025-2026 for an additional $120,000.00, subject to final\nlanguage approval by the City Manager and City Attorney; direct the Finance Director to\nappropriate $40,000.00 from the Public Works Maintenance Improvement District Fund\nbalance and allocate the funds into account number 241.70.76310.00000.622100; and,\ndirect staff to undertake the steps necessary to finalize Council’s action. 15.\nAWARD CONTRACT: FY 2024-25 SR-710 LATIP/SB1 STREET REHABILITATION\nPROJECT – F2M24-45, N2M26-5, C2M26-20, M2M26-55\nThe FY 2024-25 SR710 LATIP SB1 Street Rehabilitation Project is located in the\nsouthwest area of the City. The project consists of Ross Avenue, Midwick Drive, Parkview\nDrive, Orange Grove Avenue, Alta Vista Drive and Hellman Avenue. In total, there are\nnine (9) street segments included in this project. The City Council authorized the Notice\nInviting Bids for the Project on January 12, 2026. On Thursday, March 5, 2026, the City\nClerk received 6 bids ranging from $1,329,995.50 (Calmex Engineering) to $ 1,648,790.00\n(Palp, Inc. DBA Excel Paving). In addition to the base bid amount, Calmex Engineering,\nInc. submitted $505,523.50 in the Alternative Bid Schedule for Grand View Drive from\nValley Boulevard to Alta Vista Drive. Staff reviewed the bids and found the bid received\nfrom Calmex Engineering, Inc. in the amount of $1,835,519.00 as the lowest responsible\nbid. Calmex Engineering, Inc. has the necessary licenses to complete the work and has\nconducted similar scale projects in surrounding cities.\nRecommended Action:\nCity Council award a contract, subject to final language\napproval by the City Manager and City Attorney, to Calmex Engineering, Inc. in the amount\nof $1,835,519.00 for the FY 2024-25 SR710 LATIP SB1 Street Rehabilitation Project;\nappropriate funds, revenue and expenditure, in the amount of $221,000.00 from the\nrestricted LATIP funds to complete the project; and, direct staff to undertake the steps\nnecessary to finalize Council’s action. 16.\nCONTRACT AMENDMENT: PROFESSIONAL LANDSCAPE DESIGN REVIEW\nCONSULTING SERVICES – F2M23-39, C2M23-53, M2M26-56\nOn June 26, 2023, the City Council awarded a contract to Ladayu Consulting Group (LCG)\nto serve as City Landscape Architect for professional landscape design review consulting\nservices in the amount of $74,740 for a 5-year term. The original anticipated annual\nexpenditures were $15,000, while actual expenditures have averaged $25,000 per year.\nTo date, the City has expended $66,220 of the original contract amount, leaving a balance\nof $8,520 for the remainder of the current fiscal year. Staff is requesting a contract\namendment to increase the total contract by $75,000, from $74,740 to $149,740, and\nextend the contract for 1 year to align with the City’s 2-year budget cycle, which will help\nstaff forecast future budget needs. This will provide an estimated budget of $25,000\nper year for the remainder of the contract.\nRecommended Action:\nCity Council approve Amendment No. 1 to Contract No.\nC2M23-53 with Ladayu Consulting Group, which serves as a City Landscape Architect\nproviding professional on-call landscape design review consulting services to increase the\ncontract amount by $75,000, for a total not to exceed amount of $149,740, and extend the\ncontract term by one year through June 27, 2029, subject to final language approval by\nthe City Attorney and the City Manager; and, direct staff to undertake the steps necessary\nto finalize the Council’s action. 2.\nADOPT RESOLUTION NO. R2M26-7 ENTITLED A RESOLUTION OF THE ALHAMBRA\nCITY COUNCIL REGARDING CITY RESPONSE TO FEDERAL CIVIL IMMIGRATION\nACTIVITIES – F2M26-7, R2M26-7\nOn February 9, 2026, the City Council requested looking into the creation of Immigration\nFree Zones within the City of Alhambra, including reviewing the Resolution from Los\nAngeles County regarding Immigration Free Zones and the potential use of related\nsignage. In addition, because the City has previously adopted and reaffirmed resolutions\nregarding immigration enforcement and compliance with SB 54, the City Council\nrequested the establishment of a Subcommittee of two Councilmembers to review existing\npolicies, assess how those objectives and standards are being implemented, determine\nwhether any changes or recommendations are warranted, and engage members of the\ncommunity for their input. A resolution is intended to reaffirm Alhambra’s commitment to\nthe safety and well-being of all residents and visitors by recognizing that enforcement of\nFederal immigration law is the responsibility of the Federal government and not a function\nof local government. In particular, the resolution protects the authority over, and use of\nCity facilities for municipal and community services.\nRecommended Action:\nCity Council consider adoption of Resolution No. R2M26-7\nentitled: A Resolution of the Alhambra City Council Regarding City Response to Federal\nCivil Immigration Activities, or provide direction as deemed appropriate.

20.\nCONSIDERATION OF AN ORDINANCE APPROVING AN UPDATED AB 481 POLICY\nAND APPROVAL OF ANNUAL MILITARY EQUIPMENT REPORT – F2M22-41, O2M26-\n4858, M2M26-47\nOn April 25, 2022, the City Council adopted Ordinance No. O2M22-4803 approving a\nMilitary Equipment Use Policy (“Policy”) pursuant to assembly Bill 481 (“AB 481”). In\naccordance with the legislation and the Policy, a military equipment report must be\nsubmitted to the City Council annually for each type of military equipment approved within\none year of approval, and annually thereafter for as long as the military equipment is\navailable for use. Alhambra’s 2025 Annual Military Equipment Report and the Police\nDepartment’s updated policy, are outlined in the Chief of Police’s staff report dated March\n23, 2026. AB 481 requires that the Council determine, based on the annual military\nequipment report submitted pursuant to Section 7072, whether each type of military\nequipment identified in that report has complied with the standards for approval set forth\nin Government Code section 7071(d). Staff reviewed Department records and determined\nthere were no complaints or concerns reported on the use of the equipment in 2025.\nAdditionally, the Department conducted an internal audit and determined that there were\nno violations of the military equipment use policy.\nRecommended Action:\nCity Council, by one motion, take the following actions:\n1.\nDeclare introduced for its first reading the following ordinance entitled:\nOrdinance No. O2M26-4858: An Ordinance of the City Council of the City of\nAlhambra implementing AB 481 by approving an updated policy for the use of\nmilitary equipment by the Alhambra Police Department\nwhich ordinance will return for a second reading and adoption at the next regular\nCouncil meeting; and,\n2.\nApprove the Alhambra Police Department’s Annual Military Equipment Report set\nforth in the Chief of Police’s March 23, 2026 report per the requirements under\nAssembly Bill 481. 3.\nANNUAL BOARDS AND COMMISSIONS APPOINTMENTS – F2M26-29\nThe terms of office for all members of the City’s various Boards and Commission expire\non March 23, 2026; therefore, it is appropriate for Councilpersons to appoint or reappoint\ntheir representatives at this time. With the exception of the Youth Commission, each\nrepresentative may serve for a maximum of eight consecutive terms of one year each.\nAppointments will be effective for a period commencing March 23, 2026 and ending March\n22, 2027.\nRecommended Action:\nThe Mayor and each Councilperson shall announce his/her\nnew appointments to the Arts & Cultural Events Commission, Civil Service\nCommission/Board of Appeals, Design Review Board, Environmental Sustainability\nCommission, HCDA Citizen Advisory Committee, Historic Preservation Commission,\nHuman Relations Commission, Board of Library Trustees, Parks & Recreation\nCommission, Planning Commission, Transportation Commission, and Youth Commission\nwith each appointment to be effective for a period commencing March 23, 2026 and\nending March 22, 2027. 4.\nAt the direction of the City Council, City staff and consultants from ESA have developed a\nDraft Comprehensive Environmental Sustainability Plan (the Draft Plan) to provide a long-\nterm framework that will help improve environmental and sustainability issues within\nAlhambra. The Draft Plan strives to balance the needs of today's generation with future\ngenerations while ensuring a balance for economic prosperity, environmental care, and\nsocial wellbeing. This presentation will provide an overview of the Draft Plan, a summary\nof outreach highlights to date, and a community engagement strategy for the public\ncomment period. Staff is requesting comments on next steps for the completion of the\ndocument, including releasing the Draft Plan for a public comment period to inform the\nfinal version of the Plan.\nDRAFT COMPREHENSIVE ENVIRONMENTAL SUSTAINABILITY PLAN AND\nPUBLIC REVIEW PERIOD\n–\nF2M22-64\nRecommended Action: City Council receive an overview of the Draft Comprehensive\nEnvironmental Sustainability Plan; and, direct staff to release the Draft Plan for a period\nof public review and comment, or provide other direction as deemed appropriate

5.\nRESOLUTION ESTABLISHING A CITY-WIDE COMMEMORATIVE HISTORIC PLAQUE\nPROGRAM – F2M26-30, R2M26-6\nDuring the development of the City’s Comprehensive Historic Preservation Program, it\nwas anticipated that the Program would also incorporate a Commemorative Historic\nPlaque Program to publicly recognize historic resources in the City. To begin the process\nof developing a plaque program, staff and the City’s consultant, Historic Resources Group\n(“HRG”), researched other historic plaque programs that have been established in other\njurisdictions and then presented this information to the Historic Preservation Commission\nfor their input and recommendations. At their October 22, 2025 and January 28, 2026\nregular meetings, the Historic Preservation Commission provided their feedback on the\ndevelopment of a framework and policy for the implementation of a City-wide\nCommemorative Historic Plaque Program. The Historic Preservation Commission\nultimately recommended a program that would provide recognition for formally designated\nHistoric Landmarks and contributors in formally designated Historic Districts. Furthermore,\nthe Historic Preservation Commission recommended the program be entirely voluntarily,\nwith participation requiring the owner’s consent and authorization, and with all costs\nassociated with the manufacture and installation of the plaques being borne by the owner.\nAdditionally, the Historic Preservation Commission provided their feedback on the\nproposed standard template plaque design that would be utilized by those opting to\nparticipate in the program. All requests to participate in the plaque program would be\nreviewed by the Director of Community Development, or his designee. Based on the\nrecommendations provided by the Historic Preservation Commission, regulations for the\nproposed implementation of a Citywide Commemorative Historic Plaque Program, as\noutlined in the proposed resolution, have been drafted for review and approval by the City\nCouncil.\nRecommended Action:\nCity Council adopt Resolution No. R2M26-6 entitled: A\nResolution of the City Council of the City of Alhambra, California, establishing a City-Wide\nCommemorative Historic Plaque Program

6.\nAUTHORIZE RFP: PURCHASE OF CARBON MEDIA FOR THE GROUND WATER\nTREATMENT PLANT – F2M26-6B, RFP2M26-3\nThe City’s Ground Water Treatment Plant has fourteen granular activated carbon filters,\nwith each filter containing 20,000 pounds of granular activated carbon designed to remove\nVolatile Organic Compounds (VOCs). As part of the treatment process, the filter media\nmust be replaced and/or regenerated once it is exhausted. Specifications have been\nprepared for this process. Staff has reviewed and approved these specifications, which\nare available for review in addition to the Request for Proposals (RFP) and RFP\ninstructions. The RFP is for a three-year contract for the purchase of Carbon Media for the\nGround Water Treatment Plant.\nRecommended Action:\nCity Council authorize the distribution of a Request for\nProposals for the purchase of Carbon Media for the Ground Water Treatment Plant with\nproposals due no later than 11:00 a.m. on April 23, 2026; and, direct staff to undertake\nthe steps necessary to finalize the City Council’s action.

7.\nAWARD OF CONTRACT: PURCHASE OF ONE NEW CNG VACTOR IMPACT COMBO\nSEWER CLEANER – F2M26-6A, C2M26-18, M2M26-48\nThe current unit, Vehicle 681, is over 18 years old and has developed various ongoing\nmechanical issues due to age and heavy operational use. This vehicle plays a critical role\nin the City’s sewer maintenance operations, supporting the upkeep of more than 128 miles\nof sewer lines that must be regularly cleaned and maintained to ensure proper system\nfunction. Due to the essential nature of these services and the increasing maintenance\ndemands associated with the vehicle’s age, replacement of the unit is necessary to ensure\ncontinued reliability and the City’s ability to effectively maintain the wastewater and storm\ndrain infrastructure. Staff seeks to acquire the new vehicle through a Cooperative\nPurchase Agreement. Cooperative purchase is allowable per Alhambra Municipal Code\n3.36.080(B)(3). On October 12, 2021, Sourcewell opened bids for the procurement of\nwater jetters and Combination Sewer Cleaners, along with related equipment,\naccessories, and services. In December 2021, Sourcewell awarded contract #101221-\nVTR to Vactor Manufacturing. This agreement is set to remain in effect until November\n29, 2029.\nRecommended Action:\nCity Council award a contract, subject to final language\napproval by the City Manager and City Attorney, to Haaker Equipment for the purchase of\none Vactor Impact Combo Sewer Cleaner in the amount of $596,829.29; and, direct staff\nto undertake the steps necessary to finalize the Council’s action. 8.\nACCEPTANCE OF CLEAN POWER ALLIANCE INNOVATION FUND GRANT AWARD\nFOR PILOT DIRECT-TO-RENTER PROGRAM – F2M26-18, M2M26-49\nAs a member of the Clean Power Alliance (CPA) since 2017, the City of Alhambra is\neligible to apply for financial and technical support for a range of sustainability projects.\nOn October 14, 2025, staff submitted an application to the CPA’s Innovation Fund to\ndevelop a pilot program for income-qualified Alhambra renters to receive energy-efficient\nelectric appliances, such as HEPA air purifiers, portable heat pump HVAC units, smart\nplugs, or portable power stations. These appliances can deliver immediate improvements\nin indoor air quality, cooling and heating, and household resiliency without requiring\nproperty modifications which are typically not possible for renters. On December 4, 2025,\nthe CPA Board of Directors approved the City’s proposed project in the amount of\n$168,450. City Council approval is needed to accept the Innovation Fund grant and enter\ninto the participation agreement with CPA in order to move forward with developing the\npilot program guidelines. City staff aims to launch the program in April 2026 and deliver\nthe much-needed appliances to eligible renter households starting in summer 2026.\nRecommended Action:\nCity Council accept a grant awarded in the amount of\n$168,450 from the Clean Power Alliance Innovation Fund Program; authorize the City\nManager, or designee, to execute the Innovation Fund Participation Agreement and all\ndocuments related to program implementation; and, direct staff to undertake the steps\nnecessary to finalize the Council’s action. 9.\nNOTICE OF COMPLETION: WATER MAIN REPLACEMENT PROJECT ON CONCORD\nAVENUE AND MIDVALE PLACE – F2M24-68, C2M25-8, M2M26-50\nOn March 24, 2025, the City Council awarded a contract to Stephen Doreck Equipment\nRentals Inc. for the Water Main Replacement Project on Concord Avenue and Midvale\nPlace in the amount of $1,552,135.00. There was one authorized change order during the\nproject to install one 2-inch water service line, additional concrete work, and also included\nvarious miscellaneous items credited to City. The change order decreased the total\namount of the contract by $44,887.74. The project has been completed in accordance with\nthe City’s requirements and specifications. As such, it would be appropriate for the City\nCouncil to accept the project as complete and instruct the City Clerk that the Notice of\nCompletion be filed with the County of Los Angeles Recorder’s Office.\nRecommended Action:\nCity Council accept the work of Stephen Doreck Equipment\nRentals Inc., for the Water Main Replacement Project on Concord Avenue and Midvale\nPlace as complete in the amount of $1,507,247.26; direct the City Clerk to file a Notice of\nCompletion with the County of Los Angeles for recordation; instruct the Finance Director\nto release the five percent retention 35 days from the date of recordation if no liens are\nfiled; and, direct staff to undertake the steps necessary to finalize Council’s action.\n(M2M26-50)
