20.\n2825 AND 2851 LAGUNA CANYON ROAD: PUBLIC HEARING FOR LOT LINE\nADJUSTMENT 2026-0043 AND COASTAL DEVELOPMENT PERMIT 2026-0477 TO\nMERGE TWO LOTS, AND FINDING NO SUBSEQUENT ENVIRONMENTAL\nREVIEW FOR THE PROJECT IS REQUIRED PURSUANT TO THE CALIFORNIA\nENVIRONMENTAL QUALITY ACT GUIDELINES SECTION 15162\nRecommendations:\n1. Conduct a Public Hearing, including receiving a staff report and taking public\ntestimony and evidence related to the consideration of Lot Line Adjustment 2026-\n0043 and Coastal Development Permit 2026-0477; and\n2. Adopt the Resolution titled, “A RESOLUTION OF THE CITY COUNCIL OF\nTHE CITY OF LAGUNA BEACH, CALIFORNIA, APPROVING LOT LINE\nADJUSTMENT 2026-0043 AND COASTAL DEVELOPMENT PERMIT 2026-\n0477 TO MERGE TWO LOTS LOCATED AT 2825 AND 2851 LAGUNA\nCANYON ROAD, AND FINDING NO SUBSEQUENT ENVIRONMENTAL\nREVIEW FOR THE PROJECT IS REQUIRED PURSUANT TO THE\nCALIFORNIA ENVIRONMENTAL QUALITY ACT GUIDELINES SECTION\n15162”, approving Lot Line Adjustment 2026-0043 and Coastal Development\nPermit 2026-0477 to merge two lots located at 2825 and 2851 Laguna Canyon\nRoad, and finding no subsequent environmental review for the Project is required\ndue to the Initial Study/Mitigated Negative Declaration adopted by the Planning\nCommission on September 20, 2023, pursuant to State CEQA Guidelines Section\n15162.\nF.\nPUBLIC HEARINGS FOR APPEALS.    This section is specifically for appeals of\nA.\n511 BROOKS STREET: APPEAL OF COMMUNITY DEVELOPMENT DIRECTOR’S\nDESIGNEE APPROVAL OF HEDGE HEIGHT CLAIM 25-1254 FOR HEDGE HEIGHT\nVIOLATIONS IN THE R-1, RESIDENTIAL LOW-DENSITY ZONE, AND FINDING\nTHE PROJECT CATEGORICALLY EXEMPT UNDER THE CALIFORNIA\nENVIRONMENTAL QUALITY ACT GUIDELINES SECTION 15304 (CLASS 4)\nRecommendations:\n1. Open the public hearing, take public testimony, and continue the public hearing to\nthe April 28, 2026, City Council meeting; and\n2. Find that the action to continue the public hearing is exempt from the California\nEnvironmental Quality Act pursuant to CEQA Guidelines Section 15061(b)(3)\n(Common Sense Exemption).\nG.\nCOUNCIL MEMBER ITEM(S).  The City Council shall consider matters submitted by\nmembers of the City Council in accordance with Resolution No. 24.011, as it may be\namended.\nH.
