10.\nRESOLUTION OF THE CITY COUNCIL OF LAGUNA BEACH TO SET A PUBLIC\nHEARING DATE FOR THE ANNUAL WEED ABATEMENT PROGRAM\nRecommendations:\n1. Adopt the Resolution titled, “A RESOLUTION OF THE CITY COUNCIL OF\nTHE CITY OF LAGUNA BEACH, CALIFORNIA, DECLARING AND\nDETERMINING THAT WEEDS, RUBBISH, AND REFUSE UPON THE\nSTREETS, SIDEWALKS, PARKWAYS AND PRIVATE PROPERTY IN THE\nCITY OF LAGUNA BEACH ARE A PUBLIC NUISANCE AND DIRECTING\nTHE CITY CLERK TO MAIL NOTICES TO DESTROY AND REMOVE SAID\nWEEDS, RUBBISH AND REFUSE, AS REQUIRED BY LAW, AND FIXING\nTHE TIME FOR HEARING OBJECTIONS AND PROTESTS,” which will set a\nhearing date of May 12, 2026, for the annual Weed Abatement Program; and\n2. Find that this action is exempt from the California Environmental Quality Act\n(“CEQA”) pursuant to pursuant to CEQA Guidelines § 15304 and are further\nstatutorily exempt as none of the exceptions to the exemptions set forth under\nState CEQA Guidelines § 15300.2 apply.

FOR PORTION OF\nTHE PROPERTY IDENTIFIED AS ASSESSOR PARCEL NUMBER 988-01-95\nCONSISTING SPECIFICALLY OF THE BUILDING LOCATED AT 21542 WESLEY\nDRIVE AND THE SMALL MULTIPURPOSE ROOM AND COMMON AREAS\nLOCATED AT 21540 WESLEY DRIVE CONSISTING OF RESTROOMS,\nPLAYGROUND, AND PARKING SPACES\nRecommendations:\n1. Authorize the City Manager to execute a lease agreement with Anneliese\nPreschool, Inc., in a form approved by the City Attorney, for an initial two-year\nterm with an option for three, one-year extensions, at the rate of $10,635 per\nmonth with an annual consumer price index increase; and\n2. Find the action is not a project within the meaning of the California Environmental\nQuality Act under Public Resources Code Section 21065.

12.\nAPPROVAL OF SERVICE AGREEMENT WITH HI-STANDARD AUTOMOTIVE,\nLLC FOR POLICE VEHICLE OUTFITTING AND CONVERSION SERVICES\nRecommendations:\n1. Authorize the City Manager to execute a three-year (3) contract with a not-to-\nexceed amount of $120,000 per year with Hi-Standard Automotive, LLC., for\npolice vehicle outfitting and conversion services; and\n2. Find that this action is not a project subject to the California Environmental\nQuality Act pursuant to CEQA Guidelines Section 15378.

13.\nAPPROVAL OF AMENDED AND RESTATED NPDES STORMWATER PERMIT\nIMPLEMENTATION AGREEMENT\nRecommendations:\n1. Approve the Amended and Restated National Pollutant Discharge Elimination\nSystem (NPDES) Stormwater Permit Implementation Agreement ("Agreement")\nbetween the County of Orange, Orange County Flood Control District, and\nparticipating Orange County cities (collectively called Permittees);\n2. Authorize the City Manager, or designee, to execute the Agreement and any\nrelated documents necessary to implement the terms of the Agreement, subject to\napproval as to form by the City Attorney; and\n3. Find that the proposed action is not a “project” under the California\nEnvironmental Quality Act pursuant to CEQA Guidelines section 15378 (b). Or, in\nthe alternative, find that the proposed action is exempt pursuant to CEQA\nGuidelines section 15061(b)(3).

Authorize the City Manager to approve the deferment loan to Steve Bruce Liuzzi\nand Caren Mary Liuzzi Revocable Family Trust in an amount not to exceed\n$73,746.61; and\n2. Find the item is not a project subject to the California Environmental Quality Act\n(CEQA) pursuant to CEQA Guidelines section 15378.

15.\n2025 HOUSING ELEMENT ANNUAL PROGRESS REPORT AND 2025 HOMELESS\nSHELTER INSPECTION REPORT\nRecommendations:\n1. Receive and accept the 2025 Housing Element Annual Progress Report and\nHomeless Shelter Inspection Report, and authorize staff to submit such reports to\nthe California Department of Housing and Community Development; and\n2. Find that the recommended action is not a project within the meaning of the State\nCEQA Guidelines Section 15378(b) or, alternatively, is exempt under State CEQA\nGuidelines Section 15061(b)(3).

16.\nRESOLUTION AUTHORIZING APPLICATION TO THE ORANGE COUNTY\nTRANSPORTATION AUTHORITY FOR LOCAL TRANSPORTATION FUNDS\nRecommendations:\n1. Adopt the Resolution titled, “A RESOLUTION OF THE CITY COUNCIL OF\nTHE CITY OF LAGUNA BEACH CALIFORNIA, AUTHORIZING THE\nFILING OF ALL APPLICATIONS WITH THE ORANGE COUNTY\nTRANSPORTATION\nAUTHORITY\nFOR\nLOCAL\nTRANSPORTATION\nFUNDS,” authorizing the City Manager to file an application and claim with the\nOrange County Transportation Authority for $1,480,411.10 from the Local\nTransportation Fund, and to file amendments as necessary due to budget\nadjustments or any changes in the City’s apportionment of Local Transportation\nFunds; and\n2. Find said action not subject to the California Environmental Quality Act.

17.\nRESOLUTION AMENDING THE APPENDIX OF DESIGNATED EMPLOYEES\nWITH FILING RESPONSIBILITIES UNDER THE CITY'S CONFLICT OF INTEREST\nCODE\nRecommendations:\n1. Adopt the Resolution titled “A RESOLUTION OF THE CITY COUNCIL OF\nTHE CITY OF LAGUNA BEACH, CALIFORNIA AMENDING THE\nCONFLICT OF INTEREST CODE APPENDIX OF DESIGNATED\nEMPLOYEES”   to update designated employee titles and positions of City\npersonnel; and\n2. Uphold removal of the Torrey pine tree located at the Festival of Arts property and\nauthorize planting an in-kind Torrey pine replacement tree at an alternate location\nwithin the same site;\n2. Uphold removal of the Carob tree located at 264 Legion Street and authorize\nplanting a Redbud replacement tree within the landscaped area of the Catalina\nroundabout;\n3. Uphold removal of two Ficus trees located along Short Street adjacent to 585\nLegion Street and authorize planting of two   Queen palm replacement trees at\nsame location;\n4. Conduct a Public Hearing, including receiving a staff report and taking public\ntestimony and evidence related to the consideration of Lot Line Adjustment 2026-\n0043 and Coastal Development Permit 2026-0477; and\n2. Approve the Waste Infrastructure System Enterprise (WISE) agreement with the\nCounty of Orange for municipal solid waste disposal rates and services;\n2. Authorize the City Manager, or designee, to execute the agreement on behalf of\nthe City and make minor, non-substantive modifications as necessary on behalf of\nthe City;\n3. Decline to enter into the proposed Organics Services Agreement (OSA) at this\ntime and direct staff to continue utilizing the City’s existing organic waste\nprocessing facilities pursuant to the City’s Franchise Agreement; and\n4. Find that approval of and entering into the WISE agreement is exempt under the\nCalifornia Environmental Quality Act (CEQA) pursuant to CEQA Guidelines\nsection 15061 (b)(3) and 15308.
