Receive and accept the 2025 Housing Element Annual Progress Report and\nHomeless Shelter Inspection Report, and authorize staff to submit such reports to\nthe California Department of Housing and Community Development; and\n2. Find that the recommended action is not a project within the meaning of the State\nCEQA Guidelines Section 15378(b) or, alternatively, is exempt under State CEQA\nGuidelines Section 15061(b)(3).
