13.\nAPPROVAL OF AMENDED AND RESTATED NPDES STORMWATER PERMIT\nIMPLEMENTATION AGREEMENT\nRecommendations:\n1. Approve the Amended and Restated National Pollutant Discharge Elimination\nSystem (NPDES) Stormwater Permit Implementation Agreement ("Agreement")\nbetween the County of Orange, Orange County Flood Control District, and\nparticipating Orange County cities (collectively called Permittees);\n2. Authorize the City Manager, or designee, to execute the Agreement and any\nrelated documents necessary to implement the terms of the Agreement, subject to\napproval as to form by the City Attorney; and\n3. Find that the proposed action is not a “project” under the California\nEnvironmental Quality Act pursuant to CEQA Guidelines section 15378 (b). Or, in\nthe alternative, find that the proposed action is exempt pursuant to CEQA\nGuidelines section 15061(b)(3).
