12.\nAPPROVAL OF SERVICE AGREEMENT WITH HI-STANDARD AUTOMOTIVE,\nLLC FOR POLICE VEHICLE OUTFITTING AND CONVERSION SERVICES\nRecommendations:\n1. Authorize the City Manager to execute a three-year (3) contract with a not-to-\nexceed amount of $120,000 per year with Hi-Standard Automotive, LLC., for\npolice vehicle outfitting and conversion services; and\n2. Find that this action is not a project subject to the California Environmental\nQuality Act pursuant to CEQA Guidelines Section 15378.
