18.\nRECOMMENDATION FOR PUBLIC TREE REMOVALS AND REPLACEMENT\nTREE PLANTINGS\nRecommendations:\n1. Uphold removal of the Torrey pine tree located at the Festival of Arts property and\nauthorize planting an in-kind Torrey pine replacement tree at an alternate location\nwithin the same site;\n2. Uphold removal of the Carob tree located at 264 Legion Street and authorize\nplanting a Redbud replacement tree within the landscaped area of the Catalina\nroundabout;\n3. Uphold removal of two Ficus trees located along Short Street adjacent to 585\nLegion Street and authorize planting of two   Queen palm replacement trees at\nsame location;\n4. Determine that the recommended actions are exempt from the California\nEnvironmental Quality Act (CEQA) according to State CEQA Guidelines section\n15304 (Class 4) categorical exemption; and\n5. Direct staff to file and post a Notice of Exemption within five days of this\napproval.
