3.\nAPPROVAL OF PLANS AND SPECIFICATIONS AND AUTHORIZATION TO SOLICIT FOR\nCONSTRUCTION BIDS FOR THE BELLFLOWER BOULEVARD WATER SYSTEM IMPROVEMENTS,\nCAPITAL IMPROVEMENT PROJECT (CIP) NO. 18-10, AND FINDING THE PROJECT EXEMPT FROM\nTHE CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA) PURSUANT TO SECTION 15282(K)\nThat the City Council:\nApprove the plans and specifications, and authorize the solicitation of construction bids for the Bellflower\nBoulevard Water System Improvements, CIP No. 18-10 and further finding that the project is exempt from\nthe requirements contained in CEQA under Section 15282(k).
