1.\nApproval request for the United States Department of Housing and Urban Development\n(HUD) required draft Fiscal Year 2023-2024 Annual Action Plan, allocating Federal\nCommunity Development Block Grant (CDBG) and Home Investment Partnership Program\n(HOME) funds; and a request to authorize the allocation of Community Development Block\nGrant – Coronavirus (CDBG-CV) funds to subrecipients of the previously approved\nCommunity Outreach Program\nRecommendation:\nThat the Honorable City Council:\n(1) Conduct a public hearing to receive citizen, public and agency comments regarding the\ndraft Fiscal Year 2023-2024 Annual Action Plan;\n(2) Approve Resolution No. 23-019 - Adopting the 2023-2024 Annual Action Plan, as\npresented for submittal to HUD, which contains the funding recommendations made by the\nCommunity Planning and Development (CPD) Grant Subcommittee;\n(3) Approve the allocation of $114,816.74 in available CDBG-CV - Community Outreach\nProgram funding to High Desert Homeless Services, Symba Center, and Women of Noble\nCharacter to provide services eligible for CDBG-CV funding;\n(4) Authorize the City Manager to execute all necessary documents for submittal to HUD;\nand\n(5) Approve the inclusion of operating restrictions for food distributors/providers, as\nrecommended by the CPD Grant Subcommittee, within applicable subrecipient contracts.\nCONSENT CALENDAR
