12. SGVCOG & City of Pomona Proposed Arrow Highway Class IV Bikeway Design. The San\nGabriel Valley Council of Governments (SGVCOG) and City of Pomona are proposing\nimprovements on Arrow Highway that include the addition of a Class IV bikeway among other\nfeatures, with impacts to the City of La Verne. Based on feedback from the January 20, 2026,\nCouncil Meeting, SGVCOG staff have conducted further study of the proposed improvements\nand are submitting the findings for the review and consideration of the City Council.\nRecommendation: That the City Council:\n1. Support coordination with the San Gabriel Valley Council of Governments and the City of\nPomona to advance the Class IV bikeway along Arrow Highway consistent with Pomona\nCity Council approved Alternative 4;\n2. Confirm the preferred bikeway terminus at the White Avenue/Arrow Highway intersection\nwithin the City of La Verne;\n3. Direct staff to work with partner agencies to incorporate traffic signal modifications and\npavement rehabilitation within the Cityâs segment, as appropriate; and\n4. Authorize staff to continue design coordination and return to the City Council with any\nrequired agreements, cost-sharing arrangements, or approvals necessary for project\nimplementation.
