7.\nAPPROVE AGREEMENT WITH ENTERPRISE FLEET MANAGEMENT,\nINC. The City currently owns and maintains a fleet of 196 vehicles\nassigned to various departments, ranging from light-duty sedans and\npolice pursuit vehicles to specialty heavy-duty trucks. To increase\nflexibility and efficiency of the City’s vehicle acquisition process, staff is\nrecommending the City Council approve a Master Equity Lease\nAgreement with Enterprise Fleet Management.\nRecommendation: Recommend the City Council: 1. Approve the Master\nEquity Lease Agreement with Enterprise Fleet Management, Inc. and\nauthorize the City Manager to execute necessary documents in support of\nthe Master Equity Lease Agreement on behalf of the City; 2. Authorize the\nCity Manager to approve as-needed lease agreements for new and/or\nreplacement vehicles identified within the Fiscal Year 2025 - 26 approved\nbudget on behalf of the City; and 3. Authorize the City Manager to declare\nvehicles to be replaced under Enterprise lease agreements as surplus\nitems that are not required for public use, and approve such vehicles to be\nauctioned. Fiscal Impact: There is no immediate fiscal impact associated\nwith the recommended actions. Each year the various city departments\noutline their vehicle replacement needs and request appropriate the\nfunding through the annual budget process. A total cost of ownership\nevaluation will be conducted on each requested vehicle, and a lease or\npurchase option will be recommended within the annual budget. City\nCouncil will retain the discretion and approval of requested replacements\nto be included in the budget adoption process.
