23.\nStaff recommends that the City Council:\n·\nAward a contract to Matcon General Engineering Inc. in\nthe amount of $3,191,130 for the construction of the Loma\nAlta Slough Wetlands Enhancement Project;\n·\nAuthorize the City Engineer to execute change orders\nup to a total of 15 percent of the contract value for any\nunforeseen conditions for a total not to exceed amount of\n$478,670;\n·\nApprove a Professional Services Agreement with\nProject Professionals Corporation in a not to exceed\namount of $732,103 for Construction Management,\nInspection, and Environmental services;\n·\nApprove Amendment 6 to the Professional Services\nAgreement with Environmental Science Associates for\nconstruction services in the amount not to exceed $204,610\nfor a total contract amount not to exceed $615,936;\n·\nAccept grant funds from the State Coastal Conservancy\nand National Fish and Wildlife Foundation; and,\n·\nAppropriate funds to the Water Utilities Department; and\nauthorize the City Manager, or designee, to act as signatory\nto accept grant funds and execute the amendment for the\nLoma Alta Slough Wetlands Enhancement Project.\n26-1290\nCity Council:
