8.a.\nAPPROVAL OF RESOLUTION NO. 26-025, AUTHORIZING THE\nFUNDING OF AN APPROXIMATELY 100-FOOT PYLON SIGN IN AN\nAMOUNT NOT TO EXCEED\n$884,608 AND APPROVING\nA\nMEMORANDUM OF UNDERSTANDING BETWEEN THE CITY AND\nSANTA ANITA COMMERCIAL GROUP LLC ESTABLISHING PAYMENT\nCONDITIONS FOR THE FUNDING OF THE PYLON SIGN FOR THE\nPROPERTY LOCATED AT 1127-1223 SANTA ANITA AVENUE\nThe City of South El Monte (“City”) has identified the Santa Anita Avenue\ncorridor as a priority area for economic revitalization. Proposed\ndevelopment at 1127-1223 Santa Anita Avenue (“Property”), which includes\na new In-N-Out Burger and up to five additional tenant spaces, provides the\nCity an opportunity to create a gateway to the City through development of\na commercial pylon sign with the City's name and logo located at the\nProperty (“Project”). To facilitate this project and secure the City’s branding\non the sign, the City Council selected a preferred design at its regular\nmeeting of February 17, 2026. Staff is recommending that the City provide\nmajority funding for the pylon sign in an amount not to exceed $884,608\n(“City Contribution”), which will be paid directly to the contractor that is\nawarded the bid for the pylon sign construction (“Contractor”) as\nreimbursement for the actual cost of the sign. To protect the public’s\ninvestment, staff also recommends that the City enter into an MOU with the\nproperty owner, Santa Anita Commercial Group, LLC (“Owner”), to\nestablish the terms and conditions of the City Contribution.\nPublic Hearings Item 8.a. Adopt Resolution No. 26-025, authorizing the funding of an\napproximately 100-foot pylon sign on Santa Anita Avenue in an amount\nnot to exceed $884,608 and approving a Memorandum of Understanding\n(“MOU”) between the City and Santa Anita Commercial Group, LLC\nsecuring branding rights and establishing payment conditions for the\nmajority funding of the pylon sign for the property located at 1127-1223\nSanta Anita Avenue ("Property"); and\n2. Authorize the City Manager or designee to negotiate and execute the\nMOU.
