The requested facility fee waiver for the use of the Senior Center Dinning\nHall in the amount of $300.00; and\n2. The request to waive the non-waived fees associated with the\nreservation in the amount of $902.00.

11.c. CONTINUANCE OF REQUEST FROM THE MONTEBELLO BREWERS\nBASEBALL CORPORATION FOR A FACILITY FEE WAIVER FOR THE\nUSE OF DEAN L. SHIVELY PARK FIELD AND NEW TEMPLE PARK\nFIELDS\nAND\nCONSIDERATION\nTO\nHOST\nTWO\nBASEBALL\nTOURNAMENTS IN 2026\nAt the March 17, 2026, City Council Meeting, City Council approved a fee\nwaiver request from the Montebello Brewers Baseball Corporation\n(Brewers) for the use of Shively and New Temple Park fields to host their\n2026 season’s practices and games. In addition, Brewers is requesting\napproval to host two baseball tournaments. During the discussion, the\nBrewers proposed modifications to their original request. As a result, City\nCouncil directed staff to continue this item until the following City Council\nmeeting with updated applications, revised fee waiver calculations, and a\nfield use agreement between the City and the Brewers.\nRECOMMENDED ACTION: Staff recommends that the City Council\ndiscuss and consider :\n1. The revised facility fee waiver request for the use of Shively Park field\nand New Temple Park fields in the amount not to exceed $69,700.00;\nand\n2. The Brewers request to host two baseball tournaments.

LETTER FROM SPIRITT FAMILY SERVICES FOR THE CITY TO\nCONSIDER\nSPONSORING\nTHE\n2ND\nANNUAL\nFUNDRAISING\nLUNCHEON "BLOOMING MINDS" THURSDAY, JUNE 4TH, 2026\nSPIRITT Family Services is a nonprofit foundation in the City of South El\nMonte that promotes mental health challenges for community members.\nThe event will collect funds to empower families to improve health and well-\nbeing and strengthen communities.\nRECOMMENDED ACTION: Staff recommends City Council choose a\nsponsorship level ranging from $5,000, $2,500, $1,500, $500 or individual\ntickets at $100 each. Each level has special promotions, including VIP\ntables for the event and advertising opportunities (see letter).

7.c.\nCONSIDERATION AND APPROVAL OF RESOLUTION NO. 26-023,\nAPPROVING PROJECT ACCEPTANCE AND NOTICE OF COMPLETION\nFOR THE SAFE ROUTES TO SCHOOL PEDESTRIAN SAFETY\nPROJECT, ATP CYCLE 5, ATPL-5352(023)\nOn September 30, 2024, the Engineering Department solicited bids for the\nSafe Routes to School Pedestrian Safety Project, ATP Cycle 5, ATPL-\n5352(023). The work involved installation of pedestrian safety upgrades at\nsignalized intersections and uncontrolled crosswalks including RRFBs,\npedestrian push buttons, countdown systems, overhead pedestrian signal\nsystems, speed radar feedback signs, pedestrian ramps, signage,\ncrosswalks and striping around schools and major destinations. On\nNovember 12, 2024, Toro Enterprises, Inc. (“Contractor”) was awarded a\nconstruction contract for the Safe Routes to School Pedestrian Safety\nProject, ATP Cycle 5, ATPL-5352(023). The final cost for the construction\nwork completed by Toro Enterprises, Inc. is $1,496,102.79.\nRECOMMENDED ACTION: Staff recommends City Council:\n1. Adopt Resolution No. 26-023, accepting the completion for the Safe\nRoutes to School Pedestrian Safety Project, ATP Cycle 5, ATPL-\n5352(023);\n2. Authorize City Clerk to send the Notice of Completion for recordation to\nthe Los Angeles County Recorder’s Office;\n3. Release retention accordingly.

8.a.\nAPPROVAL OF RESOLUTION NO. 26-025, AUTHORIZING THE\nFUNDING OF AN APPROXIMATELY 100-FOOT PYLON SIGN IN AN\nAMOUNT NOT TO EXCEED\n$884,608 AND APPROVING\nA\nMEMORANDUM OF UNDERSTANDING BETWEEN THE CITY AND\nSANTA ANITA COMMERCIAL GROUP LLC ESTABLISHING PAYMENT\nCONDITIONS FOR THE FUNDING OF THE PYLON SIGN FOR THE\nPROPERTY LOCATED AT 1127-1223 SANTA ANITA AVENUE\nThe City of South El Monte (“City”) has identified the Santa Anita Avenue\ncorridor as a priority area for economic revitalization. Proposed\ndevelopment at 1127-1223 Santa Anita Avenue (“Property”), which includes\na new In-N-Out Burger and up to five additional tenant spaces, provides the\nCity an opportunity to create a gateway to the City through development of\na commercial pylon sign with the City's name and logo located at the\nProperty (“Project”). To facilitate this project and secure the City’s branding\non the sign, the City Council selected a preferred design at its regular\nmeeting of February 17, 2026. Staff is recommending that the City provide\nmajority funding for the pylon sign in an amount not to exceed $884,608\n(“City Contribution”), which will be paid directly to the contractor that is\nawarded the bid for the pylon sign construction (“Contractor”) as\nreimbursement for the actual cost of the sign. To protect the public’s\ninvestment, staff also recommends that the City enter into an MOU with the\nproperty owner, Santa Anita Commercial Group, LLC (“Owner”), to\nestablish the terms and conditions of the City Contribution.\nPublic Hearings Item 8.a. As the tournament kicks off on June\n11, 2026, the City is planning a series of vibrant family-friendly public\nviewing events, SEM 2026 International Watch Parties ("Watch Parties") for\nhigh-demand matches to provide a centralized location for residents and\nvisitors to gather. These events are designed to be high-impact community\ncelebrations that drive foot traffic for local businesses and enhance the\nCity's profile as a premier event destination.\nRECOMMENDED ACTION: Staff recommends City Council:\n1. Authorize the City to host the SEM 2026 International Soccer Watch\nParties events; and\n2. Appropriate from General Fund Balance in the estimated amount of\n$149,253 to the City's Special Events Account (01-151-1543-5952).
