Council Initiated Item by Council Member Luke Shaffer to Introduce Glenn\nPark Skateboard Feature Environmental Considerations: The action being\nconsidered by the City Council is exempt from the California Environmental\nQuality Act (CEQA) because it is not a “project” under Section 15061(b)(3) of\nthe CEQA Guidelines because it can be seen with certainty that there is no\npossibility that the activity in question may have a significant effect on the\nenvironment. The action is also exempt from CEQA under Section 15378(b)\n(5) of the CEQA Guidelines because it involves an organizational or\nadministrative activity of government that will not result in the direct or indirect\nphysical change in the environment.\nRecommended Action: • Identification of potential locations within the park •\nPreliminary design concepts and options • Estimated costs for design,\nconstruction, and maintenance • Assessment of consistency with existing park\nuses and plans • Community outreach needs and potential engagement\napproach Staff is further directed to return to the City Council at a future\nmeeting with findings, options, and recommendations for next steps.\n2026-04-08 Item 12A Council Initated item by Luke Shaffer - Glenn Park Skate\nFeature
