14.\nStaff recommends that the City Council approve a\nProfessional Services Agreement (PSA) with Noble\nConsultants, Inc.,\nin the amount of $516,350 for\nengineering design services to prepare construction\ndocuments for the restoration of the Oceanside Pier\nHammerhead; appropriate $641,350 from General Fund\nAssigned Infrastructure Reserves; and authorize the City\nManager, or designee, to execute the agreement upon\nreceipt of all supporting documents.\n26-1320\nCity Council:
