8G. Request to authorize staff to file a $2,321,150 grant application (a $775,000\nincrease in funding from a currently pending State grant request) through the\nCalifornia State Department of Parks and Recreation, Division of Boating and\nWaterways (DBW) Public Beach Restoration Grant Program, for Phase 2 of\nthe United States Army Corps of Engineers (USACE) San Diego County, CA\nProject (Storm Damage Reduction Project) for the Pre-construction,\nEngineering, and Design (PED) portion of the second phase of this project and\nLagoon Mitigation Funding associated with Phase 1 of the project.\nEnvironmental Considerations: The action being considered by the City\nCouncil is exempt from the California Environmental Quality Act (CEQA)\nbecause it is not a "project" under Section 15061(b)(3) of the CEQA\nGuidelines because it can be seen with certainty that there is no possibility\nthat the activity in question may have a significant effect on the environment.\nThe action is also exempt from CEQA under Section 15378(b)(5) of the CEQA\nGuidelines because it involves an organizational or administrative activity of\ngovernment that will not result in the direct or indirect physical change in the\nenvironment. On October 14, 2015, the City Council approved Resolution No.\n2015-36 certifying the Final Environmental Initial Study (FEIS) and Final\nEnvironment Impact Report (FEIR) for the 50-year life of the Storm Damage\nReduction Project. The City Council determined that the FEIR is complete and\nadequate in scope and in compliance with National Environmental Policy Act\n(NEPA) and CEQA Guidelines. According to the Encinitas FEIS/FEIR, all of the\npotentially significant impacts of the project can be avoided or reduced to a\nlevel below significance by the implementation of feasible mitigation\nmeasures.
