B\nConsideration and possible action to conduct a public hearing to consider\n1) Mitigated Negative Declaration No. MND 25-01, General Plan Amendment\nCase No. GPA 25-02, Zone Change Case No. ZC 25-02, Specific Plan Case\nNo. SP 25-01, Vesting Tentative Map No. TM 84789, Development Review\nCase No. DR 3-25-16185, and Development Agreement No. AFN 1125.1;\n2) adopt Resolution No. 26-13; and 3) read by title only, waive first reading,\nand introduce Ordinance No. 1456:\nResolution No. 26-13 – A Resolution approving 1) Mitigated Negative\nDeclaration No. MND 25-01 and Mitigated Monitoring and Reporting\nProgram; 2) General Plan Amendment Case No. GPA 25-02 to change the\nland use designation from “Commercial” to “Mixed Use” on real property\ncommonly known as 9855, 9903, and 9915 Flower Street; 3) vesting Tentative\nMap Case No. TM 84789 to allow for condominium use on 9903 Flower Street\nonly; and 4) Development Review Case No. DR 3-25-16185 to approve the\ndesign of the 32-unit condominium project at 9903 Flower Street only;\nApplicant: Eric Miller Representing City Ventures Homebuilding, LLC and\nCity of Bellflower.\nOrdinance No. 1456 – An Ordinance approving 1) Zone Change Case\nNo. ZC 25-02 to amend the zoning map from Transit Oriented Development\nSpecific Plan (“TODSP”) to Flower Street Specific Plan (“FSSP”) on real\nproperty commonly known as 9855, 9903, and 9915 Flower Street; 2) Specific\nPlan Case No. SP 25-01 for Flower Street Specific Plan (“FSSP”) which\nprovides the development and design standards for the three parcels; and\n3) Development Agreement File No. 1125.1 between Bellflower 5 Inv, LLC and\nthe City to facilitate development of 9903 Flower Street and potential future\ndevelopment of 9855 Flower Street; Applicant: Eric Miller Representing\nCEQA: This Project was reviewed for compliance with the California Environmental\nQuality Act (California Public Resources Code §§ 21000, et seq., "CEQA") and\nCEQA regulations (14 California Code of Regulations §§ 15000, et seq.; the\n“CEQA Guidelines”). An Initial Study (“IS”) and MND 25-01 were prepared. These\nfound that the proposed project will not have a significant adverse effect on the\nenvironment with implementation of proposed mitigation measures. The 30-day\npublic review period for the IS and MND began on January 9, 2026 and closed on\nRecommendation to City Council: 1) Re-open the public hearing; take testimonial\nand documentary evidence; and after considering the evidence, adopt Resolution\nNo. 26-13 and read by title only, waive first reading, and introduce Ordinance\nNo. 1456; or 2) Alternatively, discuss and take other action related to this item.\n12
