F\nConsideration and possible action to waive further reading and adopt\nOrdinance No. 1453 – An Ordinance adding Chapter 1.18 to the Bellflower\nMunicipal Code to establish publication requirements for official City actions\npursuant to the City Charter.\nCEQA: The Ordinance is exempt from additional review under the California\nEnvironmental Quality Act (Public Resources Code §§ 21000, et seq., “CEQA”)\nand the regulations promulgated thereunder (14 California Code of Regulations\n§§ 15000, et seq., the “CEQA Guidelines”) because, under CEQA Guidelines\n§§ 15061(b)(3) and 15378(b)(5), the Ordinance establishes internal governmental\nprocedures that have no potential to cause a significant effect on the environment.\nRecommendation to City Council: 1) Waive further reading and adopt Ordinance\nNo. 1453; or 2) Alternatively, discuss and take other action related to this item.\n15
