12.\nADOPTION OF THE 2026 STRATEGIC PLAN – F2M26-27, M2M26-61\nThe City Council, City Manager, City Attorney, Department Heads and Facilitator William\nKelly of Kelly Associates Management Group held a Special Council Meeting for a\nStrategic Planning Session on March 3, 2026 to update the City’s Strategic Plan. Following\nthe meeting, staff met to review the Council’s goals and objectives and discuss the\nstrategy and status of the new and updated Strategic Plan ideas with detailed goals and\nmetrics to guide staff. On March 26, 2026, the City Council held a second Special Council\nMeeting to review the updated 2026 Strategic Plan. The 2026 Strategic Plan contains six\nGoals, defined: Goal 1: Enhance Public Safety; Goal 2: Improve Infrastructure and\nMobility; Goal 3: Create a Strong Financial Base and Strong Economic Base (Economic\nDevelopment); Goal 4: Enhance Transparency and Open Governance; Goal 5: Promote\nSustainability; and, Goal 6: Improve Housing Opportunities. Staff will bring updates on the\n2026 Strategic Plan to the Council on a quarterly basis.\nRecommended Action:\nCity Council adopt the 2026 Strategic Plan and direct staff\nto undertake the steps necessary to finalize Council’s action.
