10.\nNOTICE INVITING BIDS: 2025-2026 CDBG INFRASTRUCTURE IMPROVEMENT\nPROJECT – F2M26-32, N2M26-40\nThe proposed project includes repair of broken and off-grade sidewalk, curb and gutters,\nand off-grade driveway approaches. ADA access will be placed at Raymond and Vine.\nCDBG funds will be used for the following improvements: Repair approximately 29,000\nsquare feet of broken and off-grade sidewalk improvements; Repair approximately 1,800\nlinear feet of broken and off-grade curb and gutter; Repair approximately 2,200 square\nfeet of broken and off-grade driveway approaches; Upgrades and/or complete installation\nof 3 ADA ramps. Staff has reviewed and approved the prepared plans and specifications\nfor this project.\nRecommended Action:\nCity Council authorize the circulation of a Notice Inviting\nBids for the CDBG Infrastructure Improvement Project with bids due no later than 10:30\na.m. on Thursday, May 14, 2026; and, direct staff to undertake the steps necessary to\nfinalize Council’s action.

11.\nAWARD CONTRACT: SEWER LIFT STATION NO. 5 REPLACEMENT PROJECT –\nF2M25-57, N2M25-154, C2M26-22, M2M26-60\nOn October 27, 2025, the City Council approved the distribution of Notice Inviting Bids for\nthe Sewer Lift Station No. 5 Replacement Project. On March 12, 2026, bids were opened\nby the City Clerk. Four bids were received, which ranged from the amount of\n$3,178,980.00 to the high bid of $4,479,050.00. RE Chaffee Construction, Inc. submitted\nthe lowest qualified bid at $3,178,980.00. Staff reviewed the bid submitted by RE Chaffee\nConstruction, Inc. and found it to be in full compliance and conformance with the project’s\nspecifications.\nRecommended Action:\nCity Council award a contract, subject to final language\napproval by the City Manager and City Attorney, by and between the City of Alhambra and\nRE Chaffee Construction, Inc. for the Sewer Lift Station No. 5 Replacement Project in an\namount not to exceed $3,178,980.00; determine that RE Chaffee Construction, Inc. for the\nSewer Lift Station No. 5 Replacement Project is categorically exempt from California\nEnvironmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15301 (b); and,\ndirect staff to undertake the steps necessary to finalize the Council’s action. 12.\nADOPTION OF THE 2026 STRATEGIC PLAN – F2M26-27, M2M26-61\nThe City Council, City Manager, City Attorney, Department Heads and Facilitator William\nKelly of Kelly Associates Management Group held a Special Council Meeting for a\nStrategic Planning Session on March 3, 2026 to update the City’s Strategic Plan. Following\nthe meeting, staff met to review the Council’s goals and objectives and discuss the\nstrategy and status of the new and updated Strategic Plan ideas with detailed goals and\nmetrics to guide staff. On March 26, 2026, the City Council held a second Special Council\nMeeting to review the updated 2026 Strategic Plan. The 2026 Strategic Plan contains six\nGoals, defined: Goal 1: Enhance Public Safety; Goal 2: Improve Infrastructure and\nMobility; Goal 3: Create a Strong Financial Base and Strong Economic Base (Economic\nDevelopment); Goal 4: Enhance Transparency and Open Governance; Goal 5: Promote\nSustainability; and, Goal 6: Improve Housing Opportunities. Staff will bring updates on the\n2026 Strategic Plan to the Council on a quarterly basis.\nRecommended Action:\nCity Council adopt the 2026 Strategic Plan and direct staff\nto undertake the steps necessary to finalize Council’s action. 16.\nINITIATION OF THE PROCESS FOR THE CONDUCT OF THE NOVEMBER 3, 2026\nALHAMBRA GENERAL MUNICIPAL ELECTION – F2M26-33, O2M26-4859\nStaff requests the City Council consider adoption of an ordinance calling the General\nMunicipal Election in the City of Alhambra to be held on November 3, 2026 to be\nconsolidated with the Statewide General Election to be held that same date for the\npurpose of submitting to the qualified voters the following named officers: Councilperson\nof the First District, full term; Councilperson of the Second District, full term; and\nCouncilperson of the Fifth District, full term; and, to take any and all actions necessary at\nthis time to start the election process as more fully discussed in the City Clerk’s April 13,\n2026 report.\nRecommended Action:\nCity Council declare introduced for its first reading the\nfollowing ordinance entitled:\nOrdinance No. O2M26-4859: An Ordinance of the Alhambra City Council\nproviding for a General Municipal Election in said city to be held on November\n3, 2026 and providing for the consolidation of the General Municipal Election\nwith the Statewide General Election, said election being held for the election\nof the following city officials, to wit: Councilperson of the First District, full term;\nCouncilperson of the Second District, full term; and, Councilperson of the Fifth\nDistrict, full term\nwhich ordinance will return for a second reading and adoption at the next regular Council\nmeeting.

17.\nSECOND READING AND ADOPTION OF AN ORDINANCE APPROVING AN\nUPDATED AB 481 POLICY – F2M22-41, O2M26-4858\nStaff is requesting that the City Council consider second reading and adoption of an\nordinance approving an updated AB 481 Policy. On April 25, 2022, the City Council\nadopted Ordinance No. O2M22-4803 approving a Military Equipment Use Policy (“Policy”)\npursuant to assembly Bill 481 (“AB 481”). In accordance with the legislation and the\nPolicy, a military equipment report must be submitted to the City Council annually for each\ntype of military equipment approved within one year of approval, and annually thereafter\nfor as long as the military equipment is available for use. Alhambra’s 2025 Annual Military\nEquipment Report and the Police Department’s updated policy, are outlined in the Chief\nof Police’s staff report dated March 23, 2026. AB 481 requires that the Council determine,\nbased on the annual military equipment report submitted pursuant to Section 7072,\nwhether each type of military equipment identified in that report has complied with the\nstandards for approval set forth in Government Code section 7071(d). Staff reviewed\nDepartment records and determined there were no complaints or concerns reported on\nthe use of the equipment in 2025. Additionally, the Department conducted an internal audit\nand determined that there were no violations of the military equipment use policy. The\nproposed ordinance was given first reading at the March 23, 2026 City Council meeting.\nRecommended Action:\nCity Council declare introduced for its second reading and\nadopt the following ordinance entitled:\nOrdinance No. O2M26-4858: An Ordinance of the City Council of the City of\nAlhambra implementing AB 481 by approving an updated policy for the use of\nmilitary equipment by the Alhambra Police Department

2.\nEDWARD BYRNE MEMORIAL JUSTICE ASSISTANCE GRANT (JAG) – F2M5-41,\nN2M26-36, M2M26-57\nThis is the time and place set by Notice No. N2M26-36 for the City Council to hold a public\nhearing to receive community input concerning the use of funds received under the United\nStates Department of Justice, Bureau of Justice Assistance Edward Byrne Memorial\nJustice Assistance Grant (JAG) Program. The City of Alhambra is eligible to receive\n$12,714.00. The formula used to determine the amount each jurisdiction is eligible for is\nbased upon a minimum base allocation, population, and major crime statistics. The 2025\nJAG funds will be used for personal protective equipment for police officers during high-\nrisk incidents. The grant guidelines require the City conduct a public hearing to receive\ncommunity input concerning the use of funds, and approval of the application and pertinent\nrequirements. Once the City Council designates the Police Chief as the JAG Grant\nAdministrator, the Police Chief or his Designee will be responsible for the expenditure of\nfunds, monitoring the award, and submitting the required reports.\nRecommended Action:\nAfter receiving public testimony, the Mayor should close the\npublic hearing and the Council should adopt Minute Order No. M2M26-57 as follows:\nRESOLVED by the Alhambra City Council that this Council hereby authorizes\nthe City Manager, or her designee, to apply for United States Department of\nJustice, Bureau of Justice Assistance -- Edward Byrne Memorial Justice\nAssistance Grant (JAG) Program funds in the amount of $12,714.00 and\nappropriates expenditure and revenue funds in the amount of $12,714.00 in\nFY 2025-26 upon grant award; and,\nBE IT FURTHER RESOLVED by the Alhambra City Council that this Council\nhereby ratifies the action of the City Manager in designating the Chief of Police\nor Designee as the administrator for said Grant and directs staff to undertake\nthe steps necessary to finalize Council’s action.

3.\nPUBLIC HEARING TO ADOPT ORDINANCE NO. O2M26-4860 APPROVING ZONING\nTEXT AMENDMENT AMD-26-03, AMENDING THE ALHAMBRA MUNICIPAL CODE TO\nUPDATE CHAPTER 23.15 (INCLUSIONARY HOUSING); ADOPT RESOLUTION NO.\nR2M26-8 UPDATING THE INCLUSIONARY HOUSING REGULATIONS AND\nINCLUSIONARY HOUSING IN-LIEU FEE SCHEDULE; AND DETERMINE THIS\nACTION IS EXEMPT FROM CEQA – F2M18-35, N2M26-34, R2M26-8, O2M26-4860\nThis is the time and place set by Notice No. N2M26-34 for the City Council to hold a public\nhearing to consider an ordinance approving a Zoning Text Amendment to amend Title 23\n(Zoning) of the Alhambra Municipal Code to update Chapter 23.15 (Inclusionary Housing)\nconsistent with the objectives of the City’s adopted 2021-2029 Housing Element. Zoning\nText Amendment AMD-26-03 is a City-initiated update to the City’s Inclusionary Housing\nOrdinance (IHO). Based on the proposed updates to the IHO, updates are also required\nto the Inclusionary Housing Regulations and Inclusionary Housing In-Lieu Fee schedule.\nThe proposed updates were informed by implementation of the IHO over the past five (5)\nyears and are intended to improve clarity as well as align with state housing law-\nspecifically, State Density Bonus Law. The proposed amendments maintain the City’s\n15% inclusionary unit requirement while revising affordability level requirements and\nsimplifying compliance mechanisms. Updates to the Inclusionary Housing Regulations\nand Inclusionary Housing In-Lieu Fee schedule will ensure consistency with the proposed\nIHO updates. Adoption of these proposed updates aligns with the goals, policies, and\nobjectives set forth in the City’s 2021-2029 Housing Element. Any fees collected under\nthe proposed updated Inclusionary Housing In-Lieu Fee Schedule shall be deposited into\nthe City’s Inclusionary Housing Trust Fund pursuant to the provisions of the proposed\nInclusionary Housing Ordinance and proposed Inclusionary Housing Regulations.\nThe City reviewed the environmental impacts of this Ordinance under the California\nEnvironmental Quality Act (Public Resources Code §§ 21000, et seq. “CEQA”) and the\nregulations promulgated thereunder (14 Cal. Code of Regs. §§ 15000, et seq., the “CEQA\nGuidelines”). This Ordinance is not subject to further review environmental review\nbecause: (1) it will not result in a direct or reasonably foreseeable indirect physical change\nin the environment (14 Cal. Code Regs. § 15060(c)(2)); (2) there is no possibility that this\nOrdinance will have a significant effect on the environment (14 Cal. Code Regs. §\n15061(b)(3)); and (3) the Ordinance, by itself, does not constitute a “project” as defined in\nsection 21065 of the Public Resources Code and the CEQA Guidelines (14 Cal. Code\nRegs. § 15378). 4.\nDetermine this action is exempt from CEQA.\nPRESENTATIONS\n4.\nHOUSING\nELEMENT\nIMPLEMENTATION\nPROGRAM\n(AFFIRMATIVELY\nFURTHERING FAIR HOUSING): REPORT AND PRESENTATION ON TENANT\nPROTECTION STRATEGIES – F2M20-37\nThe City’s 6th Cycle 2021-2029 Housing Element includes actions to Affirmatively Further\nFair Housing (AFFH). Specifically, as part of Housing Element Program 30 (Affirmatively\nFurthering Fair Housing), under the fair housing issue of “disproportionate housing need”,\nthe City committed to providing a report to City Council detailing alternatives for mitigating\nrent increases for lower income residents to reduce displacement risk. The City’s Housing\nElement Implementation consultant team, Environmental Science Associates (ESA) and\nVeronica Tam and Associates (VTA), have prepared a report in alignment with the actions\nidentified in the City’s Housing Element. Strategies outlined in the report will assist the City\nin considering, developing, and implementing rent increase and displacement risk\nmitigation measures consistent with commitments in the Housing Element. The complete\nreport is included in the April 13, 2026 staff report by the Director of Community\nDevelopment. ESA and VTA’s report summarizes the various tenant protection strategies\nthe City may consider, and identifies the three broad categories that each strategy falls\nwithin: (1) Controlling Rent Increases; (2) Protecting against eviction and displacement;\nand (3) Preserving and expanding supply of affordable housing. Ms. Veronica Tam,\nPrincipal, Veronica Tam and Associates will present information regarding the Housing\nElement Implementation tenant protection strategies\nRecommended Action:\nCity Council receive and file this report, or direct staff as\ndeemed appropriate.

5.\nREVIEW OF LOCAL TENANT RELOCATION ASSISTANCE PROGRAMS – F2M26-7\nOn February 23, 2026, the City Council directed staff to research and provide information\nregarding tenant relocation assistance programs. In 2019, the State of California adopted\nAssembly Bill 1482 (AB 1482), the Tenant Protection Act of 2019, which established\nstatewide tenant protections including rent stabilization and just cause eviction\nrequirements (i.e., default in payment of rent, breach of a material term of lease,\nmaintaining a nuisance, engaging in criminal activity, tenant’s refusal to allow the owner\nto enter the residential property). Under AB 1482, landlords are required to provide\nrelocation assistance for certain no-fault evictions, including owner move-in, substantial\nrehabilitation, demolition, or withdrawal of units from the rental market. The required\nrelocation assistance is equal to one month of the tenant’s rent or a waiver of the final\nmonth’s rent. Payment must be provided within 15 calendar days of the notice of\ntermination. AB 1482 establishes a minimum statewide standard; however, it does not\npreclude local jurisdictions from adopting more protective tenant regulations, including\nhigher relocation assistance amounts or expanded tenant protections. Staff reviewed\ntenant relocation assistance programs across multiple jurisdictions and will present a\nreview of those programs as well as policy options for consideration to the City Council.\nRecommended Action:\nCity Council receive and file this report or provide direction\nto staff as deemed appropriate.

6.\nMID-CYCLE REPORT AND PRESENTATION ON THE CITY OF ALHAMBRA 6TH\nCYCLE (2021-2029) HOUSING ELEMENT – F2M20-37\nThe State of California Department of Housing and Community Development (HCD)\nmandates that all jurisdictions report on the progress of Housing Element program\nimplementation annually, through Housing Element Annual Progress Reports (APR), and\nthrough a mid-cycle report half-way through the 2021-2029 planning period. This report\ndescribes the City’s approach and methodology to managing implementation of the City’s\n6th Cycle HE and summarizes the status of all 40 programs as of April 2026. The City and\nEnvironmental Science Associates (ESA), the City’s selected consultant for the oversight\nand management of Implementation Programs contained in the 2021-2029 6th Cycle\nHousing Element, began working together on implementation of HE Programs in October\n2024 and have continued to work collaboratively to meet the quantified objectives outlined\nin the City’s HE. The City and ESA team’s methodology and approach toward\nimplementation; status of program implementation; community engagement and outreach\nefforts; and tracking, monitoring, and reporting progress are summarized in the April 13,\n2026 staff report by the Director of Community Development.\nRecommended Action:\nCity Council receive and file this report, or direct staff as\ndeemed appropriate.

7.\nACCEPT A DONATION OF A SCOREBOARD FROM EAST ALHAMBRA LITTLE\nLEAGUE AND APPROPRIATION OF FUNDS FOR INSTALLATION – F2M26-12,\nM2M26-58\nEast Alhambra Little League purchased a scoreboard and remote control. East Alhambra\nLittle League would like to donate the scoreboard to the City of Alhambra for use at the\nAlmansor Park baseball field. East Alhambra Little will provide the funds for the\nscoreboard installation, and the City will coordinate the work. Staff received three bids for\nthe installation of the scoreboard. The lowest responsible bid was $11,000.00. East\nAlhambra Little League donated $11,000.00 to cover the costs of the scoreboard\ninstallation. After installation, the City will be responsible for ongoing maintenance of the\nscoreboard, but East Alhambra Little League will assume the responsibility for the remote-\ncontrol system.\nRecommended Action:\nCity Council accept from the East Alhambra Little League a\ndonation of an electric outdoor baseball scoreboard at Almansor Park baseball field;\naccept a cash donation of $11,000.00 for the installation of the scoreboard; direct the\nfinance Director to appropriate the $11,000.00 in revenues and expenditures for the\ncompletion of the project; and, direct staff to undertake the steps necessary to finalize the\nCouncil’s action. 8.\nAUTHORIZATION TO SOLICIT PROPOSALS FOR SHOPPING CART RETRIEVAL\nSERVICES – F2M26-31, RFP2M26-5\nThe City of Alhambra currently utilizes contracted services for the retrieval and return of\nabandoned shopping carts located within public rights-of-way, including streets and alleys.\nThese services are essential in maintaining public safety, reducing blight, and preserving\nthe overall appearance of the community. The current service agreement expires June 30,\n2026. As such, staff is seeking to solicit proposals to ensure continuity of service and to\nevaluate qualified vendors based on experience, service approach, and cost. Issuing an\nRFP allows the City to evaluate vendor qualifications, ensure competitive service delivery,\nand select a vendor that best meets the City’s needs. If the proposed amount is within the\nCity Manager’s authority, the contract may be executed administratively; otherwise, it will\nreturn to the City Council for approval.\nRecommended Action:\nCity Council authorize the release of a Request for\nProposals (RFP) to solicit qualified vendors to provide citywide shopping cart retrieval and\nreturn services.

9.\nAWARD CONTRACT: CONTRACT MANAGEMENT AND INSPECTION SERVICES\nFOR THE SEWER LIFT STATION NO. 5 REPLACEMENT PROJECT – F2M25-57,\nRFP2M25-24, C2M26-21, M2M26-59\nOn December 8, 2025, the City Council approved the distribution of a Request for\nProposals (RFP) for Construction Management and Inspection Services for the Sewer Lift\nStation No. 5 Replacement Project. The firm shall be responsible as construction manager\nand inspector to ensure the work is in accordance with the contract documents and\napplicable regulatory activities such as communication, monitor scheduling and\nbudgeting, meetings, and other miscellaneous activities. Staff reviewed a total of six\nproposals. Valley Construction Management was selected based on their distinguished\nqualifications, experience, reputation, responsiveness, availability, and cost.\nRecommended Action:\nCity Council approve a contract, subject to final language\napproval by the City Manager and City Attorney, by and between the City of Alhambra and\nValley Construction Management for Construction Management and Inspection Services\nfor the Sewer Lift Station No. 5 Replacement Project, in an amount not to exceed\n$539,175.00; and, direct staff to undertake the steps necessary to finalize the Council’s\naction.
