6.\nMID-CYCLE REPORT AND PRESENTATION ON THE CITY OF ALHAMBRA 6TH\nCYCLE (2021-2029) HOUSING ELEMENT – F2M20-37\nThe State of California Department of Housing and Community Development (HCD)\nmandates that all jurisdictions report on the progress of Housing Element program\nimplementation annually, through Housing Element Annual Progress Reports (APR), and\nthrough a mid-cycle report half-way through the 2021-2029 planning period. This report\ndescribes the City’s approach and methodology to managing implementation of the City’s\n6th Cycle HE and summarizes the status of all 40 programs as of April 2026. The City and\nEnvironmental Science Associates (ESA), the City’s selected consultant for the oversight\nand management of Implementation Programs contained in the 2021-2029 6th Cycle\nHousing Element, began working together on implementation of HE Programs in October\n2024 and have continued to work collaboratively to meet the quantified objectives outlined\nin the City’s HE. The City and ESA team’s methodology and approach toward\nimplementation; status of program implementation; community engagement and outreach\nefforts; and tracking, monitoring, and reporting progress are summarized in the April 13,\n2026 staff report by the Director of Community Development.\nRecommended Action:\nCity Council receive and file this report, or direct staff as\ndeemed appropriate.
