4.\nDetermine this action is exempt from CEQA.\nPRESENTATIONS\n4.\nHOUSING\nELEMENT\nIMPLEMENTATION\nPROGRAM\n(AFFIRMATIVELY\nFURTHERING FAIR HOUSING): REPORT AND PRESENTATION ON TENANT\nPROTECTION STRATEGIES – F2M20-37\nThe City’s 6th Cycle 2021-2029 Housing Element includes actions to Affirmatively Further\nFair Housing (AFFH). Specifically, as part of Housing Element Program 30 (Affirmatively\nFurthering Fair Housing), under the fair housing issue of “disproportionate housing need”,\nthe City committed to providing a report to City Council detailing alternatives for mitigating\nrent increases for lower income residents to reduce displacement risk. The City’s Housing\nElement Implementation consultant team, Environmental Science Associates (ESA) and\nVeronica Tam and Associates (VTA), have prepared a report in alignment with the actions\nidentified in the City’s Housing Element. Strategies outlined in the report will assist the City\nin considering, developing, and implementing rent increase and displacement risk\nmitigation measures consistent with commitments in the Housing Element. The complete\nreport is included in the April 13, 2026 staff report by the Director of Community\nDevelopment. ESA and VTA’s report summarizes the various tenant protection strategies\nthe City may consider, and identifies the three broad categories that each strategy falls\nwithin: (1) Controlling Rent Increases; (2) Protecting against eviction and displacement;\nand (3) Preserving and expanding supply of affordable housing. Ms. Veronica Tam,\nPrincipal, Veronica Tam and Associates will present information regarding the Housing\nElement Implementation tenant protection strategies\nRecommended Action:\nCity Council receive and file this report, or direct staff as\ndeemed appropriate.
