9I.\nFISCAL YEAR 2026-2027 COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG)\nAUTHORIZING RESOLUTION NO. 2026-07\nThe City has received preliminary funding awards from the County of Orange under Bid\nNo. 012-000089-NC for the Fiscal Year 2026–2027 Community Development Block Grant\n(CDBG) Program for one Public Facilities & Improvements (PFI) project and one Housing\nRehabilitation (HR) project. Adoption of Resolution No. 2026-07 will authorize the City\nManager to execute all documents necessary to accept and administer CDBG funds. The\nstaff report also includes an update to the City’s existing Senior Housing Rehabilitation\nProgram.\nRECOMMENDED ACTION:\n1. City Council declare that these actions are not subject to the California Environmental\nQuality Act (CEQA) pursuant to Section 15378(b) of the CEQA Guidelines, as they do\nnot constitute a project; and\n2. Approve Resolution No. 2026-07 authorizing the City Manager to execute all\nagreements, contracts, amendments, and related documents required by the County\nof Orange and the U.S. Department of Housing and Urban Development (HUD) for\nparticipation in the CDBG program and acceptance of funds, entitled:\n“A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF STANTON,\nCALIFORNIA, AUTHORIZING PARTICIPATION IN THE FISCAL YEAR\n2026–2027 COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG)\nPROGRAM AND ACCEPTANCE OF CDBG FUNDS”.
