9D.\nAWARD OF CONSTRUCTION CONTRACT FOR THE FISCAL YEAR (FY) 2024/25\nCITYWIDE STREET RESURFACING PROJECT (TASK CODE NO. 2025-101) AND FY\n2025/26 CITYWIDE ALLEY RESURFACING PROJECT (TASK CODE NO. 2026-102)\nBased on the post-bid analysis of the bids received, staff has determined the bid\nsubmitted by Sequel Contractors, Inc. to be the lowest responsible and responsive total\nbid at $474,910. At this time, staff is recommending awarding the construction contract to\nSequel Contractors, Inc. for the FY 2024/25 Citywide Street Resurfacing Project and FY\n2025/26 Citywide Alley Resurfacing Project.\nRECOMMENDED ACTION:\n1. City Council find that these projects are exempt from the California Environmental\nQuality Act (“CEQA”), Class 1, and 15301(c) as repair, maintenance, and minor\nalteration of existing streets, sidewalks, gutters, and similar facilities; and\n2. Award a construction contract for the FY 2024/25 Citywide Street Resurfacing Project\nand FY 2025/26 Citywide Alley Resurfacing Project to Sequel Contractors, Inc. for the\ntotal bid amount of $474,910 and reject all other bids; and\n3. Authorize the City Manager to bind the City of Stanton and Sequel Contractors, Inc.\nin a contract for the construction; and\n4. Authorize the City Manager to approve contract change orders, not to exceed $22,755\nfor the FY 2024/25 Citywide Street Resurfacing Project and $24,740 for the FY\n2025/26 Citywide Alley Resurfacing Project.

9E.\nAWARD A PROFESSIONAL SERVICES AGREEMENT FOR ENVIRONMENTAL\nSERVICES FOR NATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTEM\n(NPDES) MUNICIPAL SEPARATE STORM SEWER SYSTEM (MS4) AND FATS, OIL,\nAND GREASE (FOG) PROGRAMS\nThe City is required to implement and maintain programs to comply with State and\nFederal stormwater, water quality, and sanitary sewer regulations, including the Municipal\nSeparate Storm Sewer System (MS4) Permit, National Pollutant Discharge Elimination\nSystem (NPDES) requirements, and local fats, oils and grease (FOG) regulations. A\nqualified consultant is crucial to the successful implementation of these programs to\ncomply with regulatory agencies’ guidelines and requirements. Following review and\nevaluation of three proposals, staff recommends awarding a Professional Services\nAgreement to John L. Hunter and Associates for professional environmental services for\nNPDES (MS4) and FOG Programs.\nRECOMMENDED ACTION:\n1. City Council declare this project to be exempt under California Environmental Quality\nAct (“CEQA”) Section 15378(b)(5) (Organizational or administrative activities of\ngovernments that will not result in direct or indirect physical changes in the\nenvironment; and\n2. Award a Professional Services Agreement to John L. Hunter & Associates for\nProfessional Environmental Services for NPDES (MS4) and FOG Programs in the\namount of $375,000 or $125,000, annually; and\n3. Authorize the City Manager to bind the City of Stanton and John L. Hunter &\nAssociates in an Agreement to provide the services.

9F.\nACCEPTANCE OF THE STANTON COMMUNITY/SENIOR CENTER IMPROVEMENT\nPROJECT (TASK CODE NO. 2025-601) BY THE CITY COUNCIL OF THE CITY OF\nSTANTON, CALIFORNIA\nThe Stanton Community/Senior Center Improvement Project consisting of improvements\nand ADA enhancements to the Senior Center area restrooms, entry lobby, and hallways\nis now complete. The final construction cost for the project was $531,964, below the\ncontract award amount. The City Engineer, in his judgment, certifies that the work was\nsatisfactorily completed as of March 31, 2026, and recommends that the City Council\naccept the completed work performed on this project.\nRECOMMENDED ACTION:\n1. City Council find that the project is exempt from the California Environmental Quality\nAct (“CEQA”), Class 1, Section 15301(a) as operation, repair, and minor interior or\nexterior alterations of existing public facilities; and\n2. Accept the completed improvements for the Stanton Community/Senior Center\nImprovements Project as certified by the City Engineer, and establish March 31, 2026,\nas the official date of completion; and\n3. Approve the final construction contract amount of $531,964 with A2Z Construct, Inc.;\nand\n4. Direct the City Clerk within ten (10) days from the date of acceptance to file the Notice\nof Completion (Attachment) with the County Clerk-Recorder of the County of Orange;\nand\n5. Direct City staff, after thirty-five (35) days has elapsed from the filing of the “Notice of\nCompletion” with the County Clerk-Recorder, to make the retention payment to A2Z\nConstruct, Inc. in the amount of $26,598.20.

9G.\nACCEPTANCE OF THE STREETLIGHT UPGRADES PROJECT (TASK CODE NO.\n2026-104) BY THE CITY COUNCIL OF THE CITY OF STANTON, CALIFORNIA\nThe Streetlight Upgrades Project, consisting of the installation of fifty-four (54) new\nstreetlight fixtures and the relocation of twelve (12) streetlight fixtures, is now complete.\nThe final construction cost for the project was $76,230. The City Engineer, in his\njudgment, certifies that the work was satisfactorily completed as of February 2, 2026, and\nrecommends that the City Council accept the completed work performed on this project.\nRECOMMENDED ACTION:\n1. City Council declare that this project is categorically exempt from the California\nEnvironmental Quality Act (“CEQA”), Class 2, Section 15302 as replacement of\nexisting structures and facilities; and\n2. Accept the completion of the Streetlight Upgrades Project, as certified by the City\nEngineer, and affix the date of February 2, 2026, as the date of completion of all work\non this project; and\n3. Approve the final construction contract amount of $76,230 with Yunex, LLC; and\n4. Direct the City Clerk within ten (10) days from the date of acceptance to file the Notice\nof Completion (Attachment) with the County Clerk-Recorder of the County of Orange;\nand\n5. Direct City staff, after thirty-five (35) days has elapsed from the filing of the “Notice of\nCompletion” with the County Clerk-Recorder, to make the retention payment to Yunex,\nLLC. in the amount of $3,811.50.

9H.\nAPPROVAL OF AMENDMENT TO PROFESSIONAL SERVICES AGREEMENT WITH\nCITYTECH SOLUTIONS FOR BUILDING PERMIT AND CODE ENFORCEMENT\nSOFTWARE TRACKING SYSTEM\nAt its meeting of February 14, 2023, the City Council awarded a contract to CityTech\nSolutions in an amount not to exceed $40,500, plus a 2% increase per year, starting in\nYear 2, for continued operation of the Building Permit and Code Enforcement Software\nTracking System. The contract was awarded for a term of three (3) years, set to expire\nMarch 1, 2026, with a one (1) year option to renew. The proposed Amendment presented\nfor the Council’s consideration exercises the one-year extension/renewal option,\nextending the term of the Agreement to March 1, 2027, along with a 2% annual increase\nin the compensation based on the consultant’s adjusted rates under Section 3.2 of the\namended Agreement.\nRECOMMENDED ACTION:\n1. City Council find that the recommended actions are exempt from CEQA per Section\n15378(b)(5) which excludes organizational or administrative activities of governments\nthat will not result in direct or indirect physical changes in the environment; and\n2. Approve the Amendment to the Professional Services Agreement with CityTech\nSolutions and allow the City Attorney to make minor edits as necessary prior to the\nexecution of the Amendment; and\n3. Authorize the City Manager to execute the Amendment to the Professional Services\nAgreement with CityTech Solutions.

9I.\nFISCAL YEAR 2026-2027 COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG)\nAUTHORIZING RESOLUTION NO. 2026-07\nThe City has received preliminary funding awards from the County of Orange under Bid\nNo. 012-000089-NC for the Fiscal Year 2026–2027 Community Development Block Grant\n(CDBG) Program for one Public Facilities & Improvements (PFI) project and one Housing\nRehabilitation (HR) project. Adoption of Resolution No. 2026-07 will authorize the City\nManager to execute all documents necessary to accept and administer CDBG funds. The\nstaff report also includes an update to the City’s existing Senior Housing Rehabilitation\nProgram.\nRECOMMENDED ACTION:\n1. City Council declare that these actions are not subject to the California Environmental\nQuality Act (CEQA) pursuant to Section 15378(b) of the CEQA Guidelines, as they do\nnot constitute a project; and\n2. Approve Resolution No. 2026-07 authorizing the City Manager to execute all\nagreements, contracts, amendments, and related documents required by the County\nof Orange and the U.S. Department of Housing and Urban Development (HUD) for\nparticipation in the CDBG program and acceptance of funds, entitled:\n“A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF STANTON,\nCALIFORNIA, AUTHORIZING PARTICIPATION IN THE FISCAL YEAR\n2026–2027 COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG)\nPROGRAM AND ACCEPTANCE OF CDBG FUNDS”.

9J.\nAPPROVAL\nOF\nFINAL\nONE-YEAR\nEXTENSION\nAND\nAMENDMENT\nTO\nPROFESSIONAL SERVICES AGREEMENT FOR AUDITING SERVICES (GRUBER\nAND LOPEZ, INC.)\nThe City Council is requested to approve a final one-year extension and amendment to\nthe existing Professional Services Agreement with Gruber and Lopez, Inc. for\nindependent auditing services. The amendment extends services through January 31,\n2027, and expands the scope of work to include preparation and filing of two additional\nState Controller’s Office reports: (1) the Financial Transactions Report and (2) the Streets\nand Roads Report. The expanded scope will result in an increase in total contract\ncompensation.\nRECOMMENDED ACTION:\n1. City Council find that this item is not subject to California Environmental Quality Act\n(“CEQA”) pursuant to Sections 15378(b)(5) (Organizational or administrative activities\nof governments that will not result in direct or indirect physical changes in the\nenvironment); and\n2. Authorize the City Manager to execute an amendment to the Agreement for\nConsultant Services with Gruber and Lopez, Inc. to:\na. Approve the final one-year extension through June 30, 2027; and\nb. Expand the scope of services to include the State Controller’s Office Financial\nTransactions Report and Streets and Roads Report; and\nc. Approve the associated increase in total compensation.

9K.\nSUPPLEMENT TO PROFESSIONAL SERVICES AGREEMENT FOR CONTRACT\nEXTENSION WITH TOWNSEND PUBLIC AFFAIRS, INC. TO PROVIDE LEGISLATIVE\nADVOCACY AND GRANT WRITING SERVICES\nRequested is the authorization to allow the City Manager to enter into a Supplement to\nProfessional Services Agreement with Townsend Public Affairs to provide legislative\nadvocacy and grant writing services in an amount not to exceed $54,000 for Fiscal Year\n(FY) 2026-27 for a term extension from July 1, 2026 to June 30, 2027.\nRECOMMENDED ACTION:\n1. City Council declare that the project is exempt from the California Environmental\nQuality Act (“CEQA”) under Section 15061(b)(3) as the activity is covered by the\ngeneral rule that CEQA applies only to projects which have the potential for causing\nsignificant effect on the environment. Where it can be seen with certainty that there is\nno possibility that the activity in question may have a significant effect on the\nenvironment, the activity is not subject to CEQA; and\n2. Approve the supplement to professional services agreement for Townsend Public\nAffairs, Inc.; and\n3. Authorize the City Manager to bind the City of Stanton and Townsend Public Affairs,\nInc. in a contract to provide advocacy and grant writing services to the City of Stanton\nfor a term extension from July 1, 2026 to June 30, 2027.\nEND OF CONSENT CALENDAR
