9D.\nAWARD OF CONSTRUCTION CONTRACT FOR THE FISCAL YEAR (FY) 2024/25\nCITYWIDE STREET RESURFACING PROJECT (TASK CODE NO. 2025-101) AND FY\n2025/26 CITYWIDE ALLEY RESURFACING PROJECT (TASK CODE NO. 2026-102)\nBased on the post-bid analysis of the bids received, staff has determined the bid\nsubmitted by Sequel Contractors, Inc. to be the lowest responsible and responsive total\nbid at $474,910. At this time, staff is recommending awarding the construction contract to\nSequel Contractors, Inc. for the FY 2024/25 Citywide Street Resurfacing Project and FY\n2025/26 Citywide Alley Resurfacing Project.\nRECOMMENDED ACTION:\n1. City Council find that these projects are exempt from the California Environmental\nQuality Act (“CEQA”), Class 1, and 15301(c) as repair, maintenance, and minor\nalteration of existing streets, sidewalks, gutters, and similar facilities; and\n2. Award a construction contract for the FY 2024/25 Citywide Street Resurfacing Project\nand FY 2025/26 Citywide Alley Resurfacing Project to Sequel Contractors, Inc. for the\ntotal bid amount of $474,910 and reject all other bids; and\n3. Authorize the City Manager to bind the City of Stanton and Sequel Contractors, Inc.\nin a contract for the construction; and\n4. Authorize the City Manager to approve contract change orders, not to exceed $22,755\nfor the FY 2024/25 Citywide Street Resurfacing Project and $24,740 for the FY\n2025/26 Citywide Alley Resurfacing Project.
