24.\nAdopt resolution approving Amendment No.1 to Agreement No. A2024-175 with Willdan\nEnergy Solutions, increasing total not-to-exceed amount to $7,253,806 for design and\nconstruction of electric vehicle charging infrastructure for City Yard Energy Project and\nmaking certain findings including project is exempt from review under California\nEnvironmental Quality Act; authorize City Manager to execute related documents on behalf\nof City; and appropriate $2,368,354.50 from Water Utility Fund, $789,451.50 from\nWastewater Utility Fund, and transfer $100,000 in General Fund from Library Bathroom\nRehabilitation Project (PF23007) to City Yard Energy Project (PF25001)
