17.\nAmend Fiscal Year 2025-26 Capital Improvement Project to include Amendment and\nRestatement to Citywide Wastewater Master Plan Update Study Project (Project);\nappropriate $150,800 from Sewer Facilities Fee Fund; authorize execution of one-year\nagreement with Carollo Engineers, Inc., with two additional one-year renewal options in\namount not-to-exceed $100,800 for Project; authorize City Manager, at his discretion, to\napprove cumulative amendments up to ten percent ($10,080) of awarded agreement\namount; and determine project is not subject to review under California Environmental\nQuality Act
