11. SUBSTANTIAL AMENDMENT TO THE 2020-2024 CONSOLIDATED PLAN AND 2022 ANNUAL ACTION\nPLAN TO PURCHASE TWO MONARCH FIRE ENGINES FROM SUTPHEN FIRE EQUIPMENT, INC.\n(“SUTPHEN”)\nRequest the City Council make a Substantial Amendment to the 2020-2024 Consolidated Plan to add a\nnew public safety goal to the Community Development Block Grant (“CDBG”) Program; request the City\nCouncil adopt Resolution No. 2023-50, authorizing payment of $526,316.81 of unallocated CDBG funds\nfrom the 2020, 2021, and 2022 Annual Action Plans for a 25% deposit to Sutphen for two Monarch Fire\nEngines; and request the City Council adopt Resolution No. 2023-07, authorizing the Fleet Services\nDivision to purchase two Monarch Fire Engines from Sutphen in the amount of $2,073,688.23, through a\ncooperative purchase contract with Sourcewell. The new contract is 113021-SUT.
