E.1. APPROVE AMENDMENT NO. 2 WITH JJLA FOR 2026 OUTDOOR\nICE SKATING RINK EVENT PRODUCTION AND MANAGEMENT\n[Y. QUARKER, S. MARTINEZ, C. JUBREY]:\nSUBJECT: The City Council will consider approving a one-year\nextension to the agreement with JJLA for the Production and\nManagement of an Outdoor Ice Skating Rink in December 2026.\nRECOMMENDATIONS: 1) Approve Amendment No. 2 and the\nrecommendation to extend the Agreement with JJLA for\nProduction and Management Services for an additional year to\nfacilitate an outdoor ice skating rink on the outdoor basketball\ncourts at West Hollywood Park in December 2026 - January\n2027 and increase the amount by $665,000; 2) Alternative\nrecommendation to approve Amendment No. 2 and the\nrecommendation to extend the Agreement with JJLA for\nProduction and Management Services for an additional year to\nfacilitate an outdoor ice skating rink on the Great Lawn at West\nHollywood Park in December 2026 - January 2027 and increase\nthe amount by $711,128; 3) Authorize the City Manager or their\ndesignee to execute documents incident to the Agreement; 4)\nAuthorize the Director of Finance & Technology Services to\nallocate $165,000 if the City Council recommendation number\none, and $211,000 if the City Council approves recommendation\ntwo from unallocated General Fund reserves in fiscal year 2027\nfor event production and management services for an outdoor\nice skating rink; and 5) Approve the waiver of Building and\nSafety Permit fees, Encroachment Permit fees, Film Permit fees,\nParking fees, and Special Event Permit fees (estimated amount\nof $20,000).\nSTAFF REPORT\nITEM E.1. - ATTACHMENT A
