JUBREY]:\nSUBJECT: The City Council will consider approving a one-year\nextension to the agreement with JJLA for the Production and\nManagement of an Outdoor Ice Skating Rink in December 2026.\nRECOMMENDATIONS: 1) Approve Amendment No. 2 and the\nrecommendation to extend the Agreement with JJLA for\nProduction and Management Services for an additional year to\nfacilitate an outdoor ice skating rink on the outdoor basketball\ncourts at West Hollywood Park in December 2026 - January\n2027 and increase the amount by $665,000; 2) Alternative\nrecommendation to approve Amendment No. 2 and the\nrecommendation to extend the Agreement with JJLA for\nProduction and Management Services for an additional year to\nfacilitate an outdoor ice skating rink on the Great Lawn at West\nHollywood Park in December 2026 - January 2027 and increase\nthe amount by $711,128; 3) Authorize the City Manager or their\ndesignee to execute documents incident to the Agreement; 4)\nAuthorize the Director of Finance & Technology Services to\nallocate $165,000 if the City Council recommendation number\none, and $211,000 if the City Council approves recommendation\ntwo from unallocated General Fund reserves in fiscal year 2027\nfor event production and management services for an outdoor\nice skating rink; and 5) Approve the waiver of Building and\nSafety Permit fees, Encroachment Permit fees, Film Permit fees,\nParking fees, and Special Event Permit fees (estimated amount\nof $20,000).\nSTAFF REPORT\nITEM E.1. - ATTACHMENT A

D'AMBROSIA]:\nSUBJECT: The City Council will receive an update on business\nretention programs designed to retain restaurant business in\nthe City of West Hollywood.\nRECOMMENDATIONS: 1) Receive an update on the Restaurant\nGrant Program; 2) Authorize staff to award 20 waitlisted\napplicants restaurant grants and award one approved business\nthe remainder of a partially awarded grant by authorizing an\nadditional $205,000 to the Restaurant Grant Program; 3) Direct\nstaff to partner with an organization to provide restaurant-\nspecific technical assistance programs, such as one-on-one\nadvising and group facilitated workshops for West Hollywood\nrestaurant businesses, in an amount not to exceed $50,000; 4)\nAuthorize staff to develop comprehensive guidelines for a\nsecond round of the Restaurant Grant Program to support\nrestaurant businesses in FY 27 and partner with an organization\nto administer the program to provide grants and administration\nof the program totaling up to $1,295,000. Each eligible\nrestaurant business, excluding those located on the premises\nof, connected to, or operated in conjunction with a hotel, may\nreceive up to $12,500; and 5) Authorize the Director of Finance\n& Technology Services to allocate $1,550,000 from unallocated\nreserves in the General Fund Reserves for the award of\nrestaurant grants to waitlisted applicants, the proposed second\nround of the Restaurant Grant Program, and restaurant-specific\ntechnical assistance programs.\nSTAFF REPORT\nITEM E.3. - ATTACHMENT A\nITEM E.3. - ATTACHMENT B

E.4. SEMI-ANNUAL MANDATORY SEISMIC RETROFIT PROGRAM\nUPDATE [N. MARICICH, J. ALKIRE, B. GALAN, C. ZABALA]:\nSUBJECT: The City Council will receive an update on West\nHollywood's mandatory seismic retrofit program and seismic\ngrant\nprogram\nand\nprovide\nstaff\ndirection\nregarding\nreimbursements on active seismic grant applications.\nRECOMMENDATIONS: 1) Receive Seismic Program update; and\n2) Provide direction to staff regarding six (6) applications\ncurrently pending FEMA review with one of the following\noptions: A. Direct staff to notify applicants that grant funding is\nnot guaranteed prior to the October 9, 2026, program closeout\ndeadline and that, due to federal review delays, there is a risk\nthat reimbursement may not be received. Applicants may elect\nto proceed at their own risk; or B. Direct staff to notify\napplicants that, should FEMA approval not be received in\nsufficient time to complete construction prior to the October 9,\n2026, program closeout deadline, the City will honor anticipated\ngrant awards using City funds not to exceed a total of $90,000.\nSTAFF REPORT

F.1. WEST HOLLYWOOD EXPANDED RENTER PROTECTION AND\nHOMELESSNESS PREVENTION PROGRAMMING [Y. QUARKER,\nT. CARTER, D. KAHN-EPSTEIN, B. LUBIN]:\nSUBJECT: The City Council will consider accepting the City's\nshare of Renter Protection and Homelessness Prevention funds,\ngenerated through Measure A, administered by Los Angeles\nCounty Affordable Housing Solutions Agency (LACAHSA), and\nallocated to the City through the Westside Cities Council of\nGovernments, to expand the West Hollywood Homelessness\nPrevention and Rental Assistance Program. The City Council\nwill also consider approving amendments to Agreements for\nServices with current non-profit partners administering rental\nassistance to support program expansion using these additional\nfunds.\nRECOMMENDATIONS: 1) Authorize the Director of Finance and\nTechnology Services to accept the City's allocation of the\nWestside Cities Council of Governments' Measure A funds,\ntotaling $631,449, by increasing the revenue and expenditure\nbudget in the Grants Fund; 2) Approve Amendment No.1 to the\nAgreement for Services with the National Council for Jewish\nWomen, Los Angeles (NCJW'LA) for $175,000 to administer an\nexpanded rental assistance program and distribute a portion of\nthe City's Fiscal Year 26 Measure A, Phase 1 allocation; 3)\nApprove Amendment No.1 to the Agreement for Services with\nAPLA Health - Alliance for Housing and Healing (APLA) for\n$175,000 to administer an expanded rental assistance program\nand distribute a portion of the City's Fiscal Year 26 Measure A,\nPhase 1 allocation; and 4) Authorize the City Manager or\ndesignee to execute documents incident to the Agreements.\nSTAFF REPORT\nITEM F.1. - ATTACHMENT A\nITEM F.1. - ATTACHMENT B

F.2. CONSIDERATION OF LAUNCHING AN E-BIKE VOUCHER\nPROGRAM (WEHO E-BIKE INCENTIVE PROGRAM) [H. COLLINS,\nT. FUHRER, C. CORRAO, P. PORTWOOD, C. F.3. EXPLORATION OF THE REINSTALLATION OF THE WEST\nHOLLYWOOD SIGN [J. ERICKSON]:\nSUBJECT: The City Council will direct Staff to take steps to re-\nestablish a "West Hollywood" sign, including conducting\noutreach to the property owner of the original sign to assess\ninterest in reinstalling a temporary West Hollywood Sign artwork\nand, if feasible, to explore commissioning an artist and initiating\nthe City's public art review process.\nRECOMMENDATIONS: 1) Direct Staff to engage with the private\nproperty owner of the original sign location to assess interest in\nreinstalling a temporary West Hollywood Sign public artwork; 2)\nDirect Staff to evaluate feasibility, including site conditions,\ncosts, maintenance responsibilities, funding sources, and\ntimeline; and 3) If feasible, direct Staff to return with a\nsubsequent item outlining the next steps for the Arts and\nCultural Affairs Commission, including proposed artist selection\nprocess and budget, in accordance with the City's public art\npolicies.\nSTAFF REPORT\nCalendar for separate discussion are considered at this time.\nthe Council on any item of interest within the subject matter jurisdiction of\nthe Council that could not be heard under Item 1 at the beginning of the\nmeeting.\nCOUNCILMEMBER COMMENTS AND MEETING ATTENDANCE REPORTS:\nThis portion of the meeting is set aside for general comments,\nannouncements, requests of staff, subcommittee meeting reports, and/or\nother issues of concern from members of the City Council.
